I saw doctor Fitzgerald in the context of the re-evaluation required for re-entry into Starfleet service following extended leave (see FITZ-OFRR-1005 for the original request).

When asked explicitly about the reasons behind her desire to re-enter the Fleet, it became clear that doctor Fitzgerald suffered a tragic personal loss fairly recently. Although she does score fairly high on three out of six scales in the ASR/ABCL profile (depression, anxiety, and somatic problems), none of the scores are in the clinical or even borderline clinical range.

Future CO’s should be aware, however, that despite being a trained psychiatrist herself, both anecdotal evidence and systematically gathered reports from peers and friends suggest that doctor Fitzgerald is reluctant to discuss personal concerns with anyone. This may or may not cause the marginal signs of anxiety and depression that became evident through testing to go unnoticed for long periods while on active duty. Should medical personnel notice any marked increase in somatic complaints, re-evaluation would most definitely be indicated. At the current juncture, however, I do not see sufficient reason to keep doctor Fitzgerald from re-entering the Fleet. She will do this at reduced rank, and in a job she hasn’t held since before her residency training, at her own explicit request.

I declare doctor Fitzgerald psychologically fit for duty on a starship.

Accuracy and dilligence when performing assigned tasks
Rated 85%. Cadet Fitzgerald always performs tasks as quickly as she can and usually delivers excellent results. She can be very noticeably slower on tasks she isn’t already familiar with, but her speed generally increases very quickly with practice.

Technical knowledge and skills
Rated 80%. Cadet Fitzgerald’s technical proficiency in various medical procedures, while definitely more than just adequate, isn’t really all that remarkable. The reason she still tends to stand out in this area is that once she’s grasped a certain skill herself, she generally becomes very good at explaining it to others.
Leadership capabilities
Rated 90%. Anna Fitzgerald is a kind and caring, but studious and generally quiet Cadet. At first glance, her personality does not seem especially conducive to taking charge. She is, however, more than capable of taking charge when the need arises, and while her leadership style may be different than that of most others in the same situation, it is remarkably effective when it needs to be.

Rated 95%. Cadet Fitzgerald seems to have found the happy medium between sticking to the rules when she can, and having the courage to bend them when there seems to be no other option. She’s not afraid of thinking outside the box when she has to.

Rated 95%. Cadet Fitzgerald’s quiet but focused personality comes in really handy in crisis situations. She seems able to shut herself off completely of all outside influences, and just get the job done.

Cadet Fitzgerald is a dependable and very flexible candidate-Officer. She has proven herself a capable, if somewhat unorthodox leader, and a very effective teacher. While her technical proficiency showed some definite weaker areas when she came on this mission, this can be mostly explained by the fact that she seems determined to become a psychiatrist, and has been fine-tuning her program of study with this goal in mind ever since she enrolled into the Starfleet School of Medicine. She’s always curious and quick to learn, though. I believe this Cadet can achieve anything she sets her mind to.
