She’d known enough Tellerites to know that their tempers might not be best suited for these missions. “Might I interject here Sir’s” She meekly raised her right hand away from the rigger of her rifle as she spoke “Since our defeat of the Romulans and establishment of our new Borders your Colony falls under Federation territory. We will protect you with or without any special trading for your resources” Her thick Scandinavian accent meant that she was forced to speak slowly so as not to trip over her own tongue “About a year ago The four races met under a flag of truce and Friendship and signed the Federation Charter… to reaffirm faith in the fundamental rights of sentient beings, in the dignity and worth of all lifeforms, in the equal rights of members of planetary systems large and small.” She quoted a favorite excerpt of hers from the lengthy document “We failed you before, let us prove ourselves to you in this new age.” She stopped herself as she realized that her naked idealism was getting in the way, if she had the ability to be embarrassed she reckoned she’d be as red as a tomato right now.

The Coalition promised alot to keep us safe, but all we got was ruin and what response to the Romulan’s attack came to help was paltry. We barely pulled out of the ruins of that failure, and only now are slowly making progress to rebuilding our infrastructure. We can’t take another such failure and hope to keep going as we are..” she said.

I know our local wild life beacons and warding alarms could use some work up in the hills. As could our water pumps on the south side need some much needed maintenance. I also think Mrs Paltries grade 2 children have had a nasty run in with some variant of a flu..” he said.

Or they could even some of hte larger hulks nearer to orbit for us to later scavenge. Yes all those would not require any agreements per law,” she said turning she looked to the team, “..would any of these you be willing to assist us with? If you could help in some of these places in resolving their problems I’m sure I could then use that to get the support I need to push through some kind of trade agreement or least formal contact with your Federation for future endeavors..” she asked.

: : : : : : : : : : : Myasnikov began reading through the laws. He knew that a consolidated law system was a reflection of the society it governed. Were the laws hyper-restrictive? Then the government would probably been seen as authoritarian or dictatorial by most standards. Was commerce and trade the predominate concern of the law system? If so, then the government was probably more focused on their economy than safety or individual liberty. Were the laws reflective of an overall concern; or directed towards a single perceived threat? In that case, then there was a overriding threat that faced the civilization; be that physical (such as an opposing country) or societal (corruption and graft, for instance). Either way, Myasnikov knew that by learning what rules the colony operated under, he could better understand how the colony functioned and how they looked to their own future.
