Kenzo thought for a long moment and then said “The consequences would be significant, yes. But answer me this honestly.” ansd he leaned back and fixed his black eyes on her. “Would those consequences be more or less significant than this colony being caught unaware, yet again, in a conflict between the Federation and some other entity?” He watched he her for a moment and then added “Please understand, I am not advocating that we spy on the embassy. I do not and will not approve any kind of operation to hinder or hamper the Embassy’s efforts to do what they do… regardless of if I agree with it or not. I simply want to know what is happening within the confines of this colony.”

Eela gazed hard at him. “You’re assuming that Mathis wold hold back on us. I think we’ve come far along in the process that I feel certain that would not be the case. But regardless of that, you forget that that one building become not Oed. Just like the House Duroc Embassy is their territory and I know you wouldn’t be so reckless as to violate that. Hell, we just went through a whole mess because someone did exactly that! And even if on the off-chance you are about to tell me that you do have someone inside his embassy, I know Lord Duroc well enough that there is no way he one, doesn’t know about it, and two, has given at least tacit understanding. You do not have that same arrangement with Ambassador Mathis.”

Kenzo shook his head. “No, I do not have such designs on the House Duroc Embassy. One, they have only shown themselves to be a true ally of Oed. Two, and as you pointed out first, the embassy is not foreign territory. It is Federation,and we are a territory of the Federation. Three, Mathis may not want to hold back information… but that does not mean she will not be told to do so. And while you are familiar with her, I am not. So tell me… is she the kind of person who would violate direct orders and breach security to keep you and I informed? I would think not, as she has been entrusted with a project of this significance. And last but certainly not least… do you honestly believe the Federation will not and have not done the exact same thing to us? Plant agents to feed information back to Star Fleet Intelligence? FedSec? The Senate? If you can honestly say that you, Eela Dasca, veteran of the Diplomatoc Corps and decades of Star Fleet bureaucracy… if you can tell me honestly that no, you believe in your heart of hearts that that has not and will not happen… I will drop the topic and give you my word not to pursue it.”

“You know I can’t do that,” she said simply. “But I thought we were trying to do something different. Or at least I am. I am not my predecessors and I refuse to play the same games. I know you have reason to be suspicious, but that doesn’t mean this is a wise course of action. You’re the Governor, and I can’t stop you, and as your partner I am honour bound not to say anything, but the risk you are taking is one I truly don’t think you’re seeing fully. I’m truly not sure if the benefits can outweigh the potential to ruin something that will change the future of this colony in a way that nothing has in the past couple decades.” Eela sighed. “I know you will make the best decision for Oed, but I would be doing you a disservice if I just sat here and nodded. And I know you too well Kenzo. You didn’t bring this up so I would tell you what you wanted to hear. Take my concerns for what they are.”

Kenzo watched her in silence after she was done speaking. For a long time, he simply looked at her, his face and emotions unreadable.
“What if we did a mid-way point? Tap the communications. Not to listen in. But simply to monitor the level of traffic in and out. That would at least tell us when something outside the norm was happening. We could then simply ask. If the Ambassador chooses to tell us, good. We know she is actually here to help and has the colony’s interests in mind. If she doesn’t… well, we have a different kind of answer. And at no time would be violating privacy or breaching security. And even if it is discovered, the fallout would be minimal. How does that sound to you?”

Eela tapped the side of her index finger on her lower lip and felt her lungs fill, pushing against her ribs. “Less like we’re shooting ourselves in the feet,” she said, blowing our a sharp breath. “And I told you before that I would give Mathis the benefit of the doubt for the both of us as needed. The conversation between her and I after they arrived was… enlightening, Kenzo. I’m not going to share the details, but let’s just say that we talked openly about the misunderstanding about the Khari. She’s the genuine article. And still a fallible person.” She knew Jeannette had the air of being a very proper sort of woman, but there was a great deal under the surface of that woman and deep down Eela knew that Mathis would do everything she could make this work for Oed, even if it required risk and sacrifice on her part.

Kenzo inclined his head in acknowledgement and said “And I trust your assessment of her. In fact, I have no issue or negative perceptions of the Ambassador. My concern is not about her; but rather those she answers to. She has not done anything to cause me to mistrust her. I simply want to protect the colony, and us, from further… difficulties. We have enough to handle on a daily basis… and now with the Vren… I simply want you and I to have some forewarning should more of these ‘events’ arise.”

She nodded slowly. “I understand that, and in principle I agree. We’re walking a fine line between using past actions to guide how we make decisions for the present and future, and not letting those past actions prevent us from making better choices.” Eela leaned in a little, her hazel eyes imploring. “What we do here matters. Our integrity, and the integrity of this colony matters to me greatly. I just want us to be cautious to not trade it for the possibility of making unpredictable events easier. Does that make sense?”
