OOC: This is the beginning of a thread dedicated to developing and explaining the progression of my character. This sets the scene on how his role has developed over the years.
IC:

Xavier sat in his expansive residence in the tower that housed many governmental workers of importance. His was the next to best one there was and only the Governor had access to a better one. He personally did not need it but accepted it for security reasons and SF had made it clear to him those years ago that they wanted SF’s presence to be clear and present. SF Command was clear. They did not want second fiddle in any way, to include the importance of the Lt. Governors position.

In those days he accepted the role reluctantly. After all he had spent so much time as acting Captain of the Ark Angel he was for all intents and purposes its Captain. The Nimitz Class was being decommed and he knew his time had come and go to be the old Ark Angles Captain with the ship. No slots were open so SF needed a no nonsense person they could put in charge of Oed. SF had been slow to give up running the colony but political pressure was prevailing and they had to start taking a less visible role. Let democratic institutions run the show was how they put it. Xavier believed in SF and the Federation so both perspectives made sense. However even he could see a colony in a mess. It was bad then when he took the rank promotion to Captain but accepted what was basically a political assignment. One where he was ordered to secretly run the colony using whatever SF influence and outright power that he deemed necessary to use as long as the appointed Governor was able to have his say in civilian matters. It was not too well defined but they made it clear that in the end that SF was calling the shots and it would stay that way untilt he colony “grew up” enough to manage itself.

The truth was that in the first years he had to guide, save and will the colony from destroying itself. Corruption and breakdown of the civilian and even SF institutions were rampant. He began his career there putting down a nasty conspiracy that almost brought down the whole colony. Then the New Dome explosion happened when he was getting things straight that even involved SF or ex SF personnel. However slowly with each new Governor that was installed he was able to slowly release the SF reins. He was even able to convince the hardline SF brass who wanted Oed kept under the thumb that it was a good thing. Things in Oed are never quite kept nice and tidy but the latest Governor is managing well. So much so Xavier has basically reserved SF for its original role. A keeper of the peace and guardian. Not that was all he did. SF was an intertwined piece of Oed. He had so many cross responsibilities that it was ridiculous but things were not that bad. On some days he even enjoyed the role he played on the colony.
