It appeared that the shift into subspace had disrupted the Ogawa’s warp bubble. Given the shifting space around them it also seemed unlikely that they would be able to generate a warp bubble at all.

By shutting down non-essential systems, they could up their power by 20%. It wouldn’t generate a warp bubble, but they’d have impulse. If someone got navigational control working again.
