CONCLUSION
The Nightingale-class is a state-of-the-art mobile hospital that is not only adaptable but can provide other essential services as a front-line Starfleet vessel. Its ability to be flexible allows it to provide vital emergency response across the Federation (and beyond) and serves as a responsive training environment.

The designers have attended to the requests made of them in previous review rounds and are thanked for their productive response to the queries and comments made.

In the the current review period, Joe P sought clarity around the following items.

• WARP PROPULSION SYSTEM
  rotate rather than swivel in sentence 3 of this paragraph so it will read ‘The nacelles themselves can rotate during motion …’

• IMPULSE PROPULSION SYSTEM
  replace the current second sentence in the paragraph under this heading with the following sentence. “Each is mounted at the rear face of one of the horizontal pylons.”

• MAIN ENGINEERING
  Indicate M/ARA below Main Engineering in Deck Listing
  View Port and access hatch to be clarified.

• TRACTOR BEAMS
  delta-v changed from m/sec^2 to m/sec in sentence 3 under Tractor Beams.

Include a horizontal core ejection mechanism.

I am therefore left with the consideration of whether they are substantial or ‘non-substantial in nature. The Charter gives the following guidance -

Where the last-approved version of the design is currently in service: the new design shall be considered a revised version when substantial changes, such as in balance, layout or mission focus, and determined as such by the Engineering Director, have been made to the original design. If non-substantial changes have been made, the Engineering Director is empowered to pass the design without a review period. The design shall be given a new Mark number only if it is considered a revised version.

I believe that the changes requested by Joe (and agreed with by Nick) to be non-substantive in nature as they will not alter the ‘balance, layout or mission focus’ of the Nightingale. I also believe that Cale and her crew have waited for far too long a time for their new Ogawa to be made available for them to use and that they’re far too valuable to the Federation to be sitting at Fleet HQ Cooling their nacelles, so to speak. So, I’m going to request that those changes be made, but at the same time announce the following:

The Nightingale-class Cruiser (Medical) is hereby approved for entry into the Technical Manual. The Engineering Department will establish a temporary page until such a time as the Technical Manual can be updated.
