- A few years later the CMO of Outpost 23 retired and she was appointed, after successfully holding the aCMO position for a few months

Psych eval: Dr Doctra has been evaluated as very reliable, dutiful, loyal and dedicated to her profession in all of her past evaluations. She does seem to have a temperamental side to her, however this has never surfaced on duty. Reports of notable unusual behavior off duty exist, however her work has never suffered under them.
Dr Doctra is focused on her profession and shows deep concern for her patients.
She has proven excellent leadership skills in high pressure intense situations within her field of expertise and has excelled as a command officer on medical missions.

Medical eval: Dr Doctra is in excellent shape and health. She has a genetic defect called Heterochromia with one green and one amber coloured eye which has disqualified her from being considered as a host according to Trill regulations. This has no effect on her eyesight which is excellent.

This is a joint intelligence operation between us and Trill Intelligence, represented soley by the
Director of Trill Intelligence: General Torbin Far
and supported by the Vulcan intelligence agency V’Shar, represented by
Subcomander L’Kal.
Both can be approached for your counsel should the need arise, on a mutually encrypted high security transmission using the encryption codes attached to this message for identification and decryption.
Subcommander L’Kal has authorized you to alternatively communicate with Diplomatic Attaché Tuvock, who will be briefed on the mission only after your decision to bring him in (and considering the consequences to all involved parties).

== Mission background:
At some point in the near future, a Trill vessel will deliver the Trill symbiont Rul to your ship, that requires urgent joining with a trained host and approval to use Valeria. The official record of Rul’s previous hosts has one retracted entry, the previous host Damien Rul. Attached to this data crystal is the full record, including this host (see below). You are the only one aware of this previous host!
Even the crew of the Trill ship is not aware of it.
Upon joining, Valeria will gain the memories and possibly some skills of all previous hosts, as well as some of their character traits.
She has been groomed (without her knowledge) to receive this specific host and should be able to handle the harsh impact, however this is not secured.

== Your mission:
You are to gain Valeria’s trust, monitor her closely and aid her in integrating the symbiont’s memories. 
If the previous host’s personality overwhelms her, you are to take the necessary action in order to safeguard the crew. Valeria can die in the process, but the Rul symbiont has to survive at any cost, otherwise it will trigger serious diplomatic problems with the Trill.
Be aware that Damien Rul was considered an extreme security threat and strong personality. More intel can be obtained from General Torbin Far.
If, however, Valeria manages to integrate the symbiont’s previous hosts into her commendable character, you are to extract the intel of Damien Rul’s knowledge and experiences from her, step by step. Said knowledge is highly sought after by all involved parties! Also the Vulcan government is after some information held by the previous host Kalen Rul.

== Intel clearance level: Command and involved parties as necessary:
= The CO and the XO can be made aware of your mission at your own digression on a need to know basis.
= The COS can be made aware only if the joining goes badly and she becomes a security risk.
= The CNS should NOT get involved. She doesn’t have the necessary security clearance level according to the V’Shar. How you manage that is left to your creativity and skill. Feel free to collaborate with Tuvock on this.
== Most importantly: Valeria is not to find out about this mission, nor the fact that she has been groomed to take on this challenge since a young age by Trill Intel. It is our estimate that this would antagonize her and push her to allow Damien’s personality to overwhelm her.

Good luck Lt Kane. We realize this is a challenging and hopefully long-term mission, but we have the fullest confidence in you. We made it clear to General Far that we do not appreciate her being placed into Starfleet under the circumstances, but we have to deal with the situation now nevertheless and ideally try to save Lieutenant Doctra’s life.

Chronological list of Rul’s previous hosts (Stardate 2402081.6; timeline and events adhere to Star Trek canon)

2402-2390 (12 y.) in the symbiont pools on Trill

2390-2360 (30 y.) Damien Rul (m.), originally Trill intelligence, gone rogue.
Damien was a trained and highly skilled soldier who was recruited by Trill intelligence at a young age. Through the joining with Rul he received the memories of a command officer of Starfleet (Belara) and the classified intel of the Dominion war as well as the memories of a lifetime as a famous diplomat and the intel Kalen had gathered on Vulcan and Earth. He became extremely successful and gained a dark reputation as an efficient and ruthless undercover operative among Cardassian leadership.

He got into conflict with Trill and Starfleet law more and more though and one day he defected. Now following his own agenda, he committed several assassinations of politicians, some of them human, Vulcan and Bajoran. He was declared a criminal but never caught. He died on a Vulcan transport ship under a false identity for unknown reasons at the age of 30. The Vulcan medic saved the symbiont Rul and transported it to Trill.
His classified intelligence record gathered by Starfleet intelligence is the size of a book, but still has some vast and important gaps. One of the last entries documenting his death notes that a request by Section 31 to delete his record post mortem had been denied.

2360-2295 (65 y.) Belara Rul (f.), Psychologist and Lt. Cmdr. on the USS Everest, first as Counselor, then as XO;
When Belara received the memories Rul and the previous host Kalen, she decided to join Starfleet. The USS Everest was destroyed in a major battle with the Cardassians in the Dominion war, while under Belara’s command (the CO had already been dead). Belara almost died on the bridge, but she and the survivors were rescued by the USS Enterprise. She died shortly after from her wounds, but the symbiont Rul could be saved.

2295-2225 (70 y.) Kalen Rul (m.), Trill Diplomat.
Kalen was part of the diplomatic party that started talks with Starfleet about the possibility of Trill joining the UFP. As part of this task he spent a few years on both Vulcan and Earth. Deeply affected by the short war with the Klingons, he was a strong supporter and his influence on Trill leaders was one the reasons Trill decided to join the UFP in 2285. During his time on Earth he spent some time with Captain Pike and was introduced to the young James T. Kirk.

2225-2120 (105 y.) Samel Rul (m.), Scientist and Engineer.
Samel was 41 years old when the UFP was founded. Although Trill was not a part of it yet, they already knew of the UFP and its founding members (through Tobin Dax) and he developed a strong interest in space technology and the construction fo spaceships. He designed two Trill space cruiser specs
