Peandel

TLDR - Director Peandel is a formidable female Ferengi who has weaponised “radical honesty” and biomechanical lobe enhancements to dominate the economy of any colony. Backed by a fiercely loyal “found family” of rescued war orphans and outcasts: which counts Andorian sisters, an Orion silk weaver and a Cardassian/Bajoran hybrid doctor; she runs the Colonial Treasury with the ruthless efficiency of a hostile takeover. Together, they prove that the most dangerous force in the galaxy is not a weapon, but a perfectly balanced ledger wielded by an honest businesswoman.

There is nothing so dangerous as an honest businesswoman.

Physical Appearance & Style
Peandel is physically dimunitive, but her presence fills the room. She uses her size to force others to lean in … only to be hit by her sheer intensity. Two items that are immediately noticable about her that sets her apart from Ferengi are her hair and her ahem enhanced ear lobes.

• The Hair: Rejecting the baldness of her species, Peandel views hair as a crown of authority. She owns a vast collection of hyper-realistic, follicular-implant wigs, maintained by her personal engineer and Mr Fix-It, Krex. As the only man she trusts implicitly, he is the only man living who has seen her without one of wigs on. He's forever improving them, and creating new wigs for her to wear. The wigs chosen are decided upon based on the needs of the meeting and include:
• The Vulcan Bob: for logical audits.
• The Orion Cascade: For social manipulation.
• The Klingon Mane: For hostile takeovers
• The Enhanced Lobes: These are both her most defining and her most dangerous feature. Peandel underwent illegal, black-market surgery (performed by a disgraced half-Vulcan half-Romulan surgeon) to install Biosynthetic Auditory Amplifiers into her cartilage
• Appearance: Larger than the average female's (and all but the largest male's), perfectly symmetrical, and voloptuous. To Ferengi males, they are confusingly attractive; to Peandel, they let her hear profit in the winds.
• Function: She possesses hyper-acute hearing. She can detect the micro-tremors in a voice that indicates lying, or hear a whisper across a crowded boardroom.
• The 'Tell': When she is 'locking on' to a sound, her lobes twitch independently of one another.
• The Wardrobe: Peandel wears power suits tailored from the finest Orion shimmer-silk (produced by her own subsidiary and under the supervision of her personal stylist, Vespera). The are cut to accentuate her shoulders, and to allow full viewing of her ear lobes. She favours bronze, gold and deep emerald colours.

Personality & Psychology
Peandel follows the reforms of Ishka (Quark & Rom’s mother and the first female achiever), but has radicalised them. She doesn’t just want equality, she wants market dominance.

• Honesty as a Weapon: Most Ferengi lie. Peandel tells the absolute, brutal truth. She destroys rivals by exposing their secrets to the authorities, making her 'uncorruptible' and terrifying.
• The "Mother's Shadow" Humanitarian Capitalism: She rejects the role of mother/wife but monitises the instinct. She views war orphans and widows not as charity cases, but as 'distressed high-value assets'. She rescues, educates and employs them, creating a workforce with fanatical loyalty. Afterall, loyal employees pay dividends for 40 years.
• The Napolean of Commerce: She is aware of her small stature and compensates with aggressive negotiation tactics. She never shouts, but rather she speaks softly so people have to shut up to hear her.

Business Strategy: The Peandel Doctrine

• On War: Don't sell the weapons, own the orphanage, support the widows, rebuild the cities. Weapons depreciate, wars end, but loyal employees pay dividends for 40 years.
• On Men: I don't hate men. I outthink them. If anyone has a problem with that, well the free market favours the ruthless.
• On Bribes: I refuse them. Not out of any morality, out of math. Liquidating a corrupt official's assets is always more profitable than taking their hush money.
• On Lies: When you tell lies, you have to remember them. When you tell the truth, the balance sheet agrees with you.

Key History

• Chewing food: As a child, Peandel watched her mother chew the food of Peandel's father and five older brothers. Peandel decided she wouldn't chew the food of any man, and so she has never married or had a Ferengi child of her own.
• Lobes for Business: She grew up almost worshipping Ishka and the changes she made for women in Ferengi Society, and understood finances better than any of her brothers. But she also knew what was expected of her, and what would happen if she demonstrated her intelligence too soon. Her brothers took credit for her work, which she 'accidentally' left out for them to see. She undertook her business studies by correspondence, routing her communications through a seldom used subspace channel so that it couldn't be traced back to her. She's earnt her undergraduate and postgraduate degrees in business, finance, operations, tax, accounting and economics and she's willing to use any of it to win a deal or negotiation and to put a corrupt official out of business. She doesn't lie, she doesn't have to, the balance sheets tell a truth far more beautiful than any lie.
• No Lobes for Business: A worker for her father, Krex, had very small earlobes and no head for business. However, what he didn't know about using a hyperspanner, or the workings of a replicator or engine wasn't worth knowing. Peandel saw the benefits of having him work for her instead of her father and she paid out the debt he owed her father, which means she technically owns him now. However, while Krex doesn't have the lobes for business, Peandel does, and she saw instantly the benefits of having him working for her out of his own volition, rather than because he was owned by her. He is the only person she trusts to maintain her wigs and the only man she trusts to see her without one of wigs on and without her platform shoes. He is happiest when fixing or maintaining something, one of the ship systems on the Liquidity, one of Peandel's wigs, or a device that's broken and views Grand Nagus Rom as a divine being. She knows he'll fix her wigs and her equipment, he knows she'll pay for the tools he'll need to fix them, he knows better than to try to scam her, or to ask her to chew his food. He does call her Moogie, even though he is older than her.
• Andorian Blue Bankruptcy: She destroyed an Andorian business rival when he lied about the state of his finances and used his own financial records (provided to her by one of his own daughters) against him. Because his daughters knew nothing of his lies, she offered them a choice, remain with him and be dishonoured, or join her and receive great honour. They chose the latter, and are now two of her oldest, and most loyal 'found family'. Vayla Thon is the head of her personal security and deadly at melee and ranged combat, with swords, phasers and fists. Talis Thon is head of logistics, operations, finances and hr of her personal business interests.
• Orion Syndicate Buyout: Peandel admired Orion silk, but hated dealing with the Syndicate's 'thug tactics'. She didn't send Vayla and her security team, instead she sent forensic accountants led by Talis. They learnt that the local Syndicate boss, a nasty piece of work (even by Orion standards) by the name of Goran, was skimming off the top of his tribute to the higher-ups. Vespera, then the floor manager, hated Goran. She kept a secret, secondary set of books 'The Book of Errors' that detailed every corner Goran cut and every credit he stole from the Syndicate tithe. She handed The Book of Errors to Talis. Peandel bought a controlling interest in the shell company that owned the factory, then forwarded the skimming evidence to the Syndicate leadership. The Syndicate 'removed' the boss for her. She walked in, stepped over the mess, and claimed the factory. She now owns the best suits and the means to manufacture them in the sector. Impressed by Vespera's honesty, needlework, attention to detail and ruthlessness, Peandel brought her in to her team to dress her and the team in power clothes. Vespara's also the manager of Lobes and Tresses, Oed V's high class dress maker, tailor, hair dresser, beauty parlour and more where she hears the secrets of the elite and ensures the juiciest bits get back to Peandel.
• Doctor Kintsugi: A Bajoran/Cardassian hybrid, she was left to fend for herself and grew up on the streets on a Cardassian world following the end of the Dominion War. At the age of 15, she was found by Peandel and her team when she was being beaten for stealing food and blankets and medication ... supplies she was taking to see to the health of other orphans. She refused to talk, to give the names of the other 'thieves' (all children, like herself, of various backgrounds, left to fend for themselves on the streets), willing to take the punishment, rather than ratting out the others. Peandel nodded to Vayla, and the Andorian took care of the issue. Peandel gave the youngster the food, the blankets, the medication, as well as some fresh clothing, and some other items. Peandel told the girl, I will train you to become a doctor to look after the children and the widows, I will fix your face for you, if you will give me 30 years. The young girl nodded in agreement, shortly after the face was seen to ... (similar to the Japanese Art of Kintsugi), she gave up her legal name and is now known as Dr Kintsugi, she is the heart of the organisation, ensuring that the workforce of Widows and Orphans are healthy both physically and mentally.
• War (Widows and Children) is good for Business: While other Ferengi fund the tools of war, Peandel through the Guilded Lobe Consortium, funds the rebuilding effort, the healing of the children and the widows, the education of the children, and secures employment for the widows and the children/orphans when they come of age. For the support that the Guilded Lobe Consortium provides, they get a loyal workforce for the next thirty years. Yes, the immediate returns for weapons and tools for war may be larger, but Peandel is in it for long term returns, and War Widows and Children/Orphans are a depressed asset that can make a return on investment for approximately 30 years each.
• The Guilded Lobe Consortium (Parent Company): This looks after debt acquisition, colonial treasury management, logistics, finances, technology and security. It gives off the vibe of being terrifyingly bureaucratic and legally bulletproof.
• Lobes & Tresses (Retail Brand): High-end fashion, wigs, bespoke tailoring, beauty salon, hair care, and 'cultural influence'. This store is run by Vespera and is the most exclusive shop in the sector. In 21st century terms it is the 'Apple Store' of Oed V. It puts Peandel's physical assets (enhanced lobes) and her symbol of power (wigs/hair) front and center. It sounds harmless, which fits Peandel's strategy perfectly. Her enemies may think she's just a vain female interested in fashion ... all the while she is destroying them with the legal fine print. It's undeniably feminine, anti traditional Ferengi culture and includes rather than excludes women. Naming the store after female attributes is a power move.

Facilities

• The Solvency: A ferengi trader that Peandel acquired through legal means. She had it outfitted to suit her purposes:- full boardroom, galley, comfortable bedrooms with bathing facilities, a small recreation/training facility, a sickbay, space for extra supplies, crew or orphans/widows. She paid for extra speed and extra defensive capabilities at the expense of weapons. (If they were forced to fight, their efforts at diplomacy failed, and they didn't deserve to be called Ferengi . It is essentially her center of operations when forced to work away from their base on Oed V. Due to it having its own independent fuel source, with the ability to stop transmissions to and from the ship, it acts as a suitable location for highly confidential board meetings and discussions.
• Oed V Treasury HQ: A building on the surface of Oed V in the original settlement. This is where Peandel and her staff, both assigned by the Oed V government and those she has brought with her, do their work for the benefit of the colony. Peandel has an office, and she has her (Oed V assigned) secretary stationed outside. She also has Talis within her office, and Krex located nearby for technical assistance. Vayla has a station opposite the secretary ... but it is clear that unlike the secretary, who is a pleasant middle aged woman welcoming to all, that Vayla acts as a deterrent to any who would seek to harm Peandel or the colony of Oed V.
• Lobes and Tresses: The storefront of the Guilded Lobe Consortium commercial activity on Oed V, managed by Vespera. As well as tailoring suits and making dresses, it serves as a beauty parlour, hair dressing salon, spa and informal meeting space for the elite of Oed V ... and those who want to be the elite.
• Shimmersilk Factory: The previously Orion-Syndicate owned factory that produces the finest Shimmersilk in several sectors, is now owned by the Guilded Lobe Consortium. Staffed by former war widows, it supplies the silk needed to allow Peandel to produce the best suits in those same sectors. Vespera still takes trips to the Factory to ensure that operations are going as expected.
• Kintsugi Studios: A small, independent medical facility run by Dr Kintsugi, aimed at providing low cost medical interventions for burns victims, and those who require surgery to protect their identity or health. Both physical and mental healing is offered.
