Welcome to Oed V (Oed Five for you non-latin-letter readers)! On the edge of Federation space, far from the core worlds everyone knows so well, our plucky little colony is the colony that persists, and the people who come or find themselves here add to a rich tapestry that is ever changing.

While our official motto is: “I shall rise again and repeat from the beginning,” our unofficial motto is “Never say never.” Why? Because just when you think something would never happen, or characters would never do something, sure enough if you fast forward in time, that thing might just happen. You’ve been warned!

History

Oed V, Pre-Comet

2355: The OED system was first surveyed some thirty years ago by the USS Jerusalem and OED V was found to be a habitable, temperate, and fertile planet. Although recommended for colonization, the proximity to Vren space delayed any attempts. Diplomatic contact was established, but no conclusive response was reached.
2375: After the conclusion of the Dominion War, the first of the construction ships reached the OED system, determined to build an outpost as a forerunner to establishing a colony. The Outpost was constructed with little opposition or comment. Finally the first footings for the colony were established after a year and a half of operation.
The arrival of the first colony ships was greeted with an official complaint from the Vren and this formed the basis of a tense relationship with our nearest neighbor for many years.
When the Vren ships started to cross the border to raid the colony, Starfleet rushed several ships into the area to prevent the attacks. After several weeks of stand off it became clear that OED V could not function as a purely civilian colony at this point. Star-fleet petitioned the Federation and eventually control of the colony was placed in the care of Star-fleet.
Starfleet quickly moved to establish a garrison and a spaceport facility. Although at first this was mainly for military use, this became the focus of the colony of OED V as a commercial trading port.
Initial growth of the colony was slow, but the fertile land soon started to draw colonizing families. A small town grew up around the Spaceport providing accommodation and commercial activities. This settlement was dubbed Arcadia, though it was often referred to as Oed City.

2380- A local civilian council was appointed
2381- OED was given a military Governor, Governor Sloane.
Under Governor Sloane the colony soon started to develop as a commercial star-port and also as a Star-fleet facility, becoming an administrative post. However, the relative period of peace had resulted in Star-fleet reducing the border patrols with Vren space. It had become apparent that the Vren were not happy with finding a thriving settlement on their doorstep and made plans of their own. Knowing direct force was not possible, the Vren instead used spies and informants. Over a period of time they created severe discontent on the OED colony that resulted in an uprising.
During the insurrection Governor Sloane was murdered. Later, when order was restored, it became apparent who had been behind the uprising, but there was little that could be done other than to watch for future schemes.
The Interim Governor was Commander Chegwidden, who had served as the JAG officer for the colony. Sadly before her own appointment was confirmed she too was killed.
As the Colony was still reeling from shock, the new Governor Robert Gulley was appointed. Over a period time the OED calmed down under his stewardship and peace returned. Growth continued slowly and the troubles from the past were put behind.
The Comet
Then the colony was faced with its greatest challenge to date. A rogue comet entered the OED system on a collision course for OED V. All efforts to stop the comet failed and eventually the colony was evacuated of all civilian personnel.
The comet was made up of frozen carbon dioxide rather than water and the solid nucleus was composed of iron and heavy metals. When it hit the atmosphere all that CO2 ice sublimated off and was left high up in the atmosphere. The core hit the surface where it created tectonic activity, causing huge earth tremors, and put a dust cloud high in the atmosphere. It created a greenhouse gas that trapped all the heat effectively killing off all photosynthetic plants because the dust was blocking the sun. What had once been a fertile world was laid into a desolate wasteland.
The flora species that remain are especially hardy desert species, or ones that can remain in seed long enough to mature so that they could later be used to replenish the biomes.
Only Starfleet came to the rescue. When the comet started to approach they had started to construct a reinforced emergency dome around the OED city. It was a massive undertaking designed to hopefully protect the colony and facilities. Protected by force fields the Dome somehow protected the colony from the worst of the comet strike. Eventually when the aftershocks settled and the planet surveyed it was found that only the area of about 15 square miles (~39 square kilometers) under the Dome was habitable. A small piece of the OED that was.
Post-Comet

Discussions about the future of the OED as a colony continued for some months until a geo-mining survey found that the comet strike had actually revealed huge tracts of precious ore. Ironically, in the destruction of the planet, the long-term future as an important mining station was assured.
Shortly after, Governor Symon Silvester was appointed to replace Governor Gulley, who had left following the comet strike. Governor Silvester and his deputy, Lieutenant Governor Allison Ruddock, were tasked with the duty to rebuild what had gone before.
Shortly after Lieutenant Commander Alison Ruddock was promoted and reassigned, Commander Belarmia replaced her as Lt Governor. Belarmia proved a challenge for all, as he was an Aldorian, a race in which adults were either large and mute, or short and blind.
The sudden reappointment of Governor Symon Silvester took everyone by surprise, and with the arrival of Fleet Commander Watt to meet with the Starfleet Officers and Civilian Leaders … changes seemed to be afoot for Oed V.
Those changes didn’t take long to eventuate as Commander Belarmia was replaced by Lt Commander Gordon McCreary and retired Starfleet Captain Edgar Hart was named the new (and first Civilian) Governor of Oed V.
Another wave of change occurred shortly after those appointments when, instead, civilian Governor Everett Abbott was named the new Governor in 2388. Shortly before his appointment, longtime OED V fixture Commander Jira Silvester was appointed the Lt. Governor.
Through a series of executive changeovers, the colony continued to grow, as did its resources, population, and technological abilities.
2395- A second dome was created and connected to the first dome to hold the colony’s agricultural efforts for both food production and research. This freed up space to expand the colony’s housing capacity.
2398- Terraforming still continued slowly (and carefully), under the careful stewardship of Governor Kenzo B’tren-Hyrushi.
Holloway Heavy Industries, one of the largest corporations in Federation space, relocated its headquarters and manufacturing to the domed city, bringing with it all of their personnel and staking claim to large buildings and areas of construction.
A massive uptick in mining production brought thousands and thousands of new workers. New residents meant an increased need for housing, food, clothing… all the necessities. That need was filled by thousands of enterprising merchants, vendors, suppliers (both legal and otherwise), and all the varying support workers that were involved. Restaurants and shops began popping up all over, as did storefronts and apartment buildings of all sizes and levels of luxury. Indeed, even the Ferengi established a Trade Tower in the city, and its success has outshone many expectations on Ferenginar. The rapid increase in population led to an increase in the overall dome footprint, allowing for more expansion until such time as the planet can support life more easily.
Supported by the abundance of minerals coming from the mines and the influx of tax revenue from the new residents and trade, the OED administration set out on its most daring endeavor… opening the dome. To do this, massive planetary shield generators were erected. Capable of containing an atmosphere, the day the planetary shield came online was a day of celebration throughout OED. Soon, the Terraforming Division had atmospheric generators online and working, and over a period of months there was an actual, breathable atmosphere outside the dome. The science and experimental technologies behind the feat is the subject of much discussion throughout the galaxy; and races not even part of the Federation sent delegations to study the achievement. That in turn led to the creation of the OED V Science and Engineering Academy at the Science and Terraforming Complex, a facility built to study new and exciting applications of science and technology. Still in its infancy, the Academy has already developed a reputation for success.
To further the change from dome to planetary living, Terraforming has now embarked on transforming the very surface of the planet from a dust and rock-riddled wasteland to a viable planetary ecosystem. This endeavor has attracted some of the greatest minds in engineering, biology, ecology, and terraforming to OED… along with a massive cadre of specialized laborers who work non-stop to transform the planet meter by meter. Most of the population still lives inside the original dome area, but there are an enterprising few who are making their way outside.
This was followed by the creation of the Colonial Customs and Defense Authority (CCDA), a civilian defense group designed to protect the surface of the planet from external threats and work in conjunction with the Oed Police. Starfleet remained to help defend the system and expand exploration efforts.
Later that same year, Oed welcomed its first (technically) civilian Lieutenant Governor in the form of a retired Starfleet Captain, Eela Dasca. A shift in Starfleet operations created the role of Commander-in-Chief, leaving the role of Commanding Officer to an active duty Captain.

Geography
Once an M-class planet perfect for colonization, the comet stripped the planet of its vegetation and surface water. With the planetary shield in place, it is now considered a CLass-H, but terraforming efforts hope to bring it back to Class-M status in the future.
The colony is located in the Oed System, in the Black Fleet area of operations. It is approximately 90 ly from Earth, and at least a month’s travel at most starship cruising speeds.

Oed is made up of citizens from all over the Federation, as well as many from other places. It is not uncommon to see people from species that the Federation has been or is non-aligned with, but all are welcome so long as they keep the peace and do nothing to undermine the hard work of the citizens to make Oed a vibrant and flourishing place.
Government and Social Services
Civilian Government
Oed is governed by a Federation-Council appointed Governor and Lieutenant Governor who are supported by an appointed Cabinet. Each cabinet area handles a particular area of concern on the colony and policy is created and voted on by this collective group.
Governor
The Office of the Governor leads the Executive Team and Cabinet in the day-to-day affairs that affect the colony as a whole, delegating key issues to cabinet members. They are aided in this task by the Chief of Staff.
Lieutenant Governor
The Office of the Lieutenant Governor serves to support the Governor and Cabinet with executing their mandates to support, grow and defend the colony. This office is responsible for the Starfleet personnel deployed at Oed V, and handles a civilian portfolio determined by the Governor. The Lt. Governor leads the Cabinet when the Governor is unavailable.

With the Governor (or Lieutenant Governor in lieu of) serving as chair, the Cabinet is made up of the following roles:

Safety and Defense
Police
With a departmental roster of 19,000 individuals, the Oed V Police is commanded by a Police Commissioner appointed by the Governor and Cabinet. The Oed V Police have full law enforcement powers and authority; and enforce both Oed V and Federation law.
The 19,000 figure is not made up exclusively of officers, however. Of that number, Oed V has a total of 3,500 active law enforcement officers. The rest of the department is composed of forensic scientists, detectives, traffic control, researchers, administrators, and other staff needed to maintain the functionality of the Department.

The Colonial Customs and Defense Agency (CCDA) is responsible for the enforcement of all customs and immigration policies set forth by the Colonial Government, as well as the monitoring and administration of all Space and Air traffic within and around the planet. They are also tasked with the defense of the planet and the immediate space around the planet of Oed V, but overall system security falls to Star Fleet. This is accomplished with the use of several system patrol-class vessels and two destroyers.
Legally, the CCDA is subordinate to the Governor who retains the authority to activate or stand down the Agency as they see fit. The Governor is authorized to utilize the CCDA to enforce the policies above; but also to activate them to respond to humanitarian crises or natural disasters.








Colonial Intelligence Agency
The Colonial Intelligence Agency (CIA) was created by Governor Kenzo B’tren-Hyrushi to give the colony an answer to the incidents of subterfuge and sabotage that had plagued the colony prior to his tenure.
The CIA is administered by the CIA Director, a post that is appointed by the Governor and Lieutenant Governor. The Director has authority to name an Assistant Director and recruit personnel. The Director answers to the Governor and Lieutenant Governor; and has the legal authority to detain, question, interrogate, or arrest any individual or individuals within Oed V territory. Oversight of the Agency falls to the Governor and Lieutenant Governor, as well as the Chief Justice of the Colony. The CIA has no jurisdiction beyond the Oed system; but they are legally allowed to share and request intelligence with non-Oedian agencies as the Director of the Agency sees fit provided such sharing does not jeopardize or threaten the safety and security of Oed V and its inhabitants.
Starfleet Personnel
Starfleet maintains a large presence on the colony to support the development and defence of this vital Federation asset. Though the numbers change frequently depending on additional vessels stationed at Oed on a temporary basis, the average contingent sits at 20,000 personnel.
Starfleet operations are headed by the Lieutenant Governor and Commander-in-Chief, who liaise with Starfleet Command and handle the big picture issues.
Day-to-day command resides with a Starfleet captain who is the Commanding Officer for the forces and is CO of the USS Centurion, unless this role is delegated.
Permanent Vessel Assignments
Avenger Class Escort Destroyer
USS Centurion (NCC 79503)
The USS Wave was the first Defiant class warship to be assigned to the OEDV. Her purpose was to provide orbital defense to patrol the border and to enforce regulations in the area. Many doubted the necessity for her appointment at the time of her arrival, especially as she was a veteran of the Dominion War. However, she served with honor for several years in every capacity before being withdrawn from service when the Defiant class was retired from service
There was a period of nearly a year when no vessel was designated to the OED, but finally the newly launched USS Centurion was assigned. Her arrival marked a new era for the OED and has come to symbolize the determination of Star-fleet to make OEDV a success in every sense.
The Centurion may not be a frontline ship, but serves in a frontline defense capacity for OEDV. The command of the Centurion falls under the office of the Lieutenant Governor of OED V to designate.
Liberty Class Runabouts

As it became apparent that the OEDV was developing into an important colony, Star-fleet realized that the Centurion alone could not achieve all that was required of her. After some consultation the two runabouts Loyalty and Dignity were assigned to the OED to provide additional versatility to relieve the increasing burden on the OED resources. The runabouts are an invaluable addition to the OED and, in addition to their standard duties, are used in a mission specific capacity.
Armadillo Class Medium Shuttles
Oed V Shuttles: Sheridan, Sehurst, Cairo, Harlequin
These four medium class shuttles form the backbone of Star-fleet Operations on OEDV. Although assigned to Star-fleet, one shuttle is always made available out of courtesy to the Civilian government for their use. The shuttles often are used for cargo and crew transfers. Shuttle management is handled by the Starfleet Operations Department located at the Spaceport.
Fighters
The colony also maintains a small squad of Templar-class fighters that work with the CCDA to provide additional defense.
Transportation
Oed City is a very walkable city, but it has grown quite large over the years. Air and Ground cars allow for secure transportation from various destinations. This includes several ride-share companies.
Public transportation
Oed has developed a robust public transportation system that includes a monorail that connects each of the four districts. Where the monorail doesn’t reach, public transporters deliver residents to preset locations (as seen in Picard).
Education
With a population over 5 million, education is a high priority for the ever growing colony. There are a variety of early education and primary facilities around the main settlement. Additional primary and secondary schools are located near the mines, with their own staff.
Oed High School
This large skyscraper serves the majority of the secondary education needs of the central colony, though plans for new schools are in the works as the population and colony continues to expand.
Rabbitus Memorial School
Any colony with a family focus requires school facilities for the children and for the future. OED V is no exception.
In the rebuilding plan, a new state of the art school facility and campus was designed and approved. The idea was to house all learning on one large site. Children from preschool through to high school were able to be educated in one purpose built campus with the facilities that are required.
Sited not far from the residential district and named for one of the people who helped make the OED what it is today, the Rabbitus Memorial School occupies a huge campus site. Much of this site is still under development, including the sports fields and stadium.
With recent developments, Rabbitus Memorial is now dedicated to community learning, with the Adult Learning Centre and main Oed Public Library branch. Primary and Secondary education has moved into other facilities, though a daycare facility still remains.

Post-Secondary education is free for all permanent residents of Oed.

Main Campus
Each department has a floor or building to itself. It depends on how integrated the subject is with other specialties. This main building houses all of our administrative offices, admissions, finances, etc. The academic building runs the perimeter of the campus with the food and dormitory buildings on the inside.” They took a lift down to the main floor and then out a side door. “The archeology and anthropology building is on the east side of campus near the ground car parking. I thought since you mentioned plans for hands-on learning, it would make it easier to load equipment and overeager students.”
Archeology
They approached a building that was no more than two stories tall, but had a ramp to a cargo door dug out. “The building is actually 5 floors, three being underground. For both security and environmental considerations.” The door slid open with a swish and they stepped into a softly lighted and comfortably cool lobby.

Government District
Government Tower
This 49-floor facility dominates the skyline of the OED and sits in the centre of the city in the luxurious surroundings of Sloane Square, the central square dedicated to the memory of the late inaugural Governor of the colony.
Sloane Square contains a large park environment, but the thoroughfare links the various districts of the OED forming a busy hub to the colony. It is only a short distance from Sloane Square to access the amenities, such as the shops and the Spaceport.
The Government Building is a unique amalgam of civilian and military government offices. Within the structure there is a medical centre, cabinet offices and chambers, climate control, the office of the Head of Police. On the top floor is the Governor’s Office with their deputy, the Lieutenant Governor, on the floor below.
The Government Building is a state of the art facility and it houses the latest in technology, it also provides the latest in emergency facilities with a five level emergency bunker, with medical and crisis command centre.
Access
Entry to the building is highly controlled and all persons entering the building are required to go through screening at a security checkpoint at Reception. While some of the lower floors provide public services and therefore are accessible without an appointment, most levels are restricted and require security clearance to reach these levels by lift.
Visitors with appointments will be given a security pass that allows them access to the floor of their appointment.
A few exceptions exist, such as the Executive, who have priority clearance and can bypass the line at security as well as use the highly controlled transporter.

Federation Embassy
Located next to the House of Duroc Klingon Embassy, this former majestic residence has been renovated to provide suitable spaces for Federation diplomatic staff to work and conduct business. The official Office of the Federation Ambassador is located here, along with their support staff. Other offices to support the running of the embassy and provide services to the Federation citizens of Oed are located here as well.
The embassy also is the official residence of the Federation Ambassador, though it is currently under construction.
House of Duroc Embassy
The embassy established by the Noble House of the Klingon Empire Duroc was not massive, but it was large. Established to house Lord Duroc, a truly massive Klingon warrior named Urg’tohn, the facility served as the High House’s formal embassy to Oed V.
Twelve stories tall and made from large blocks of quarried black with-red veins-stone from the Klingon homeworld of Q’onoS, it stood on the border between the Government section of the city and some of the larger homes Oed had to offer. Large grounds surrounded by tall walls emphasized the size of the facility; but unlike most embassies, the front gates to the grounds stood open almost all the time. Citizens of Oed V were encouraged to walk the grounds and enjoy the sights of native Klingon flora; as well as a large, deep pond that housed a school of Q’onoS-ian Lionhead sharks
Patrolled regularly and very efficiently by members of the House Duroc Honor Guard, the embassy has become quite the attraction.
Medical District
Sacred Heart Hospital
When the original hospital was destroyed in the earthquakes that threatened to destroy the colony, plans were drawn up for a replacement. A temporary facility was provided and later replaced by the medical centre in the Government Building.
Unveiled last year the hospital is a leading centre for physical and mental health treatment and research. Built close to the Government Building, directly across Sloane Square, the hospital provides excellent services to the community and to Star-fleet. As a research and teaching hospital it trains the next generation of OED medical staff as well as creates a centre for medical exploration within the sector. Sacred Heart also serves as a hub for Star Fleet Medical to train their students and residents. The hospital also houses the OED V University Medical School

Sacred heart is built in a three wing configuration off a central hub. The main doors open up to the main lobby, visitor’s center, information, check - in, and volunteer stations. All lobbies face Sloane Square. This configuration extends through all floors of the hospital with the main lobby of each floor a central hub of traffic and information

It houses 300 beds and can be doubled in an emergency.
Psychiatric ER:
Derjoss Peviad is the current civilian head of mental health. In his late 30s, Trill joined. Unlike most Trill though his symbiote insists on hosts in the medical field. Rather than new experiences in different fields, Pevia prefers to continue his work. He is very humble though.
There is a wing of 20 beds for psychiatric emergency patients and those physically injured and suffering from mental trauma simultaneously. The psychiatric ER has spacious hallways, each of the rooms made private by an opaque door. The rooms of the psych wing have dimmable lights. The biobeds do not look or feel like regular biobeds. They were made to be more comfortable and less clinical, while also allowing for the same functionality and accessibility of a regular biobed. Some of the rooms have comfortable chairs that recline back into almost a bed, equipped with wheels on the bottom the same as the beds had to allow movability of the patients.
The monitors make softer sounds that are easy on the ear. The alarms were just as noticeable as regular ones, to ensure an alarming bed did not go unnoticed, but it was done with tones less likely to set off psychiatric patients. The nurses spoke in soft voices, clear and easily heard but with a soft tone.
Rooms were equipped with things made to be safe, but also make patients more comfortable. Things like fidget objects, stuffed toys, softer blankets or weighted blankets, were neatly stored in storage compartments around each room, along with other common comfort items. When a patient is discharged, anything they have been in contact with is meticulously washed. There are machines in each room equipped to play sound whether it be white noise or music or anything else the patient requested. The machine had a volume limit so it would only be heard in the room and not disturb other patients. Staff could turn it down or off as needed.
Patients who are admitted purely for psychiatric reasons and aren’t in medical danger are permitted to wear softer pajamas and such items rather than clinical exam robes. Patients who are at medical risk are given more comfortable exam gowns.

Geared towards children, this ward holds 150 beds

Critical Care wing: 20 beds for each and divided by department to keep common equipment and medicines in a central location.
Security Wing: This wing is small with four rooms, a secure door, manned by hospital security, CCDA, OED Police, or Star Fleet security depending on the patients contained within. This ward is served by a dedicated medical staff with the highest clearances. Everything from replicators to medications are security stored. No EMH programs or holo equipment is used. The computer systems, power, and other systems are stand alone to help ensure security. All rooms require multiple biometric readings to gain entry as well as the ward doors. In the event of an emergency the head charge nurse has a panic button that immediately summons a REACT team from CCDA

Fleet Ward: Mostly we do routine physicals here and basic PCP evaluations. This will be phased out as the medical center at the Fleet Complex grows and these basic evaluations will be conducted on the complex and Star Fleet only reporting to the hospital for more intensive care. This will allow more room to open up for general use of everyone on the colony.
Primary Care Ward
Therapy Gym: This area houses all the PT, OT, Speech, and other therapy needs of the colony. In addition to a pool for aquatic therapy, the facility hosts a private pool for staff and their guests.
Cafe: Wonderful food. It all comes from the farms here on the colony. They only use replicators for special dietary requirements.

Labs, Imaging, and other diagnostic equipment rooms and areas

Psychiatry Wing:
Adult and Pediatrics. Offices and session rooms are here. The wing is marked off by large double doors. When they shut behind them the noise from outside is blocked. The ward was softly quiet and the colors warm and relaxing. There are offices on both sides that look out either to the hospital garden or Sloan square. Pediatric rooms are at the very end of the hall. Each room is insulated to provide privacy inside and out.
4th Floor:
Overnight and Long Term Psychiatric rooms. The rooms in the Psych ER are comfortable and nice, in comparison these rooms are hotel and spa like to encourage relaxation and comfort and safety.
5th Floor:
This floor contains the Hospital Administration Offices. Chief of Staff, Assistant Chief of Staff, Star Fleet CMO, Star Fleet Assistant CMO, all hospital department heads, head nurses offices, finances, patient and community outreach, etc.

Starfleet Sector
Starfleet Complex
With the rapid growth of the colony and the increase in fleet operation in the sector, Oed’s Starflet contingent has grown a great deal from what it once was. Though Starfleet’s role in the operations of the colony has diminished, it still provides a necessary defence element and works in conjunction with the local groups.
Starfleet HQ is housed at the Starfleet Complex, a large hexagonal building built around a central courtyard. All departments have facilities at the complex.
Medical
Medical’s presence at the Complex is slightly less due to their joint operations at Sacred Heart Hospital, where cooperation in operational and research is of high priority.
A new infirmary has been built to handle minor injuries and illnesses without using up civilian resources.
Counselling
Starfleet prides itself on providing excellent mental health services. All personnel can meet their evaluation procedures and seek additional care should they or their ranking officers request it.
Sciences
While a large percentage of the science staff work out of the Science and Terraforming Complex, Starfleet maintains a wing of state-of-the-art labs and meeting spaces to complement and fill in the rest of the department’s needs.
Security
The department maintains a full detachment at the Complex in addition having officers and crew deployed to various other places across the colony, usually wherever Starfleet maintains a presence (ie. the Orbital Platform, Starport, Science complex and the Lieutenant Governor’s residence.)
In addition, Starfleet also provides all the security for the Federation Embassy and personal security to the Federation Ambassador and their family.
Starfleet Accommodations
In addition to VIP and temporary quarters located at the Starfleet Complex, Starfleet operates multiple residences and barracks to house the large contingent of officers and crew. While most of the personnel stationed on the colony use these facilities, some choose to live in civilian buildings, or in the case of some medical personnel, in buildings designated for their area of operations.
1.5 blocks from the Government Tower, Starfleet also owns and operates the 12-story building where the Lieutenant Governor resides, and security for the overall building is their domain, though security specifically for the Lieutenant Governor is handled separately.
Shuttle Landing Pad
Residential District
The residential areas of the main settlement have expanded in recent years. The original residential district (known as the Central District) is made up of mostly high density apartment and townhome buildings.
As the colony grew (along with a desire for larger homes and villas with more private outdoor spaces), the colony administration went about the complicated process of constructing a second dome to house agricultural projects. This freed up land between the central colony and the nearby hills. This Outer District is now home to many single-family homes of varying sizes and the hillside homes are in high demand, with many of the colony’s government officials seeking privacy amongst the landscaped area.
Oed Recreation Centre
Described as an oasis of calm, the recreation centre provides the best in relaxation services to the colony. Here you can enjoy time at your leisure, take a massage, indulge in the holodeck facilities or just relax. Everyone needs to treat themselves, so why not today?
Community Art Centre
Built quite a few years ago, the arts centre started as a place to host small productions and performances. Since then, and as the colony has grown, the desire for larger productions and demand for more variety has resulted in plans for a new state-of-art Centre for the Performing Arts. Renovations are due to begin soon.
Sky Harbour Tower
Spacious apartments and penthouses available. Space is limited! Mrs. Fairway, the owner of the building. The building was a tall, sleek, modern structure overlooking the park from the opposite side of the main business and entertainment district of the city.
Full spa facilities, gymnasium, pool (indoor and outdoor), twenty-five hour a day concierge, private security, underground parking, food court and some incoming restaurants, car service for a monthly fee, and several other niceties.
There are two penthouses. This elevator is the only one that goes to the top floor.” Her comm bracelet chirped and she looked down. “Oh, um… look. I need to take this. I will send you up. The model is the open door on the left.” and she scanned her eyes and the elevator doors opened.
Medical Apartments
Is one of the apartment buildings near Sacred Heart Hospital. It was a taller structure, just over twenty stories, with a small grove of trees and landscaped lawns surrounding it. A path led to the front door in a graceful rise from the street to the lobby of the building.
The building is security-controlled and visitors must check-in with security first.
The main door locks at 2300 and a keyboard is required for access to the building after that.
The hallways and lobby are lit in a natural light and were painted in a soft gray with dark blue and gray tiles making up the areas. Quite tasteful.
Wild Meadow
It is an honest natural meadow. It is faced with the backs of buildings on all sides, but there are no access roads or drives. None of the lights of Oed City proper reached there at night, the buildings blocking it. It was pitch black except for starlight. Trees had been planted and were now a couple of feet taller than an average human. In daylight the evidence of planned flower beds and trails could be seen, but in the dark it was just untamed and wild. The grass was high and there was evidence of flowers all about. As best as anyone can tell this was another planned green space, but it was forgotten about. It’s grown wild. It is the only place in the colony where the light pollution doesn’t touch. The night sky above is vast and dark, but full of stars.
Orbital Space
Orbital Platform
Built with a modular design, the Platform has gone through several layouts as it has accommodated the colony’s increasing growth and needs.
CCDA HQ
The CCDA headquarters complex took up a full quarter of the main orbital platform of the Oed V colony. Spanning dozens of decks and surface buildings, the complex was the nexus of the year old Colonial Customs and Defense Agency. Hundreds of CCDA and colonial Police staff walked, ran, and sprinted through the complex carrying out the daily activities of the agency. Every deck, including the flight lines which housed the CCDA space contingents, was busy every hour of every day.
In the center of the complex was the Command Information Center. This massive six story tall structure housed the brains of the CCDA, including the offices and conference rooms reserved for the Commanding General and his Vice-Commander. Multiple checkpoints (six in total) had to be passed to gain access to the section, and each checkpoint was manned at all times. Each checkpoint screened everyone coming inside; both for identity and anything that could be considered a weapon. The screenings were done quickly, efficiently, and professionally by agents representing almost all known races… including some that were typically seen as hostile.
Starfleet Operations
In addition to the newer and advanced complex on the surface, Starfleet maintains a smaller presence on the Platform to help coordinate the comings and goings of starships and crew.
Ore Processing
The lowest level of the platform handles the processing of ore mined from the planet’s surface.
Spaceport
For any colony or civilisation there is a defining moment. For the OED this was the moment that the first development of the Space-port was built. It has come to define the OED and been the centre of commerce and life within the OED.
The modern, upgraded, Space-port offers the best facilities within 5 light years of the OED system. Combined with the Orbital Platform any kind of ship requirement, servicing and repairs can be completed at OEDV.
The Space-port currently possesses four dedicated large landing pads. There are a further four for small vessels. The busy scheduling and landing pattern is handled by the command tower which is located on the site.
With Star-fleet leasing one of the large landing pads and one of the smaller ones for military use, there are already plans underway to look at expanding the number of pads further.
Around the Space-port there are various facilities dedicated to the servicing, repair and storage for the incoming vessels. Cargo hangars and offices can be leased at competitive rates for commercial transfer.
The Space-port also houses the offices of the OEDV Customs division and each landing pad has an assigned sub office for processing customs checks. As part of our drive to creating a strong future for the OED, our commitment to providing a safe and legal living environment is paramount.
The Official Star-fleet HQ is currently sited at the Star-port. This facility houses the Star-fleet Security and Engineering division.
The Space-port has been the foundation of the colony, the hub of its current activities and undoubtedly will form the basis of a strong future.

Industrial District
Science & Terraforming Complex
The majority of science research is conducted at a gate controlled complex out in the Industrial District. A couple main avenues flanked with trees lead to the main Tower that houses most of the science facilities and offices. The science complex playfully wars with the Mining Complex and they’ve been dubbed The White Tower and the Black Tower (in reference to Lord of the Rings). The overall look of the place is crisp and clean, with very tidy and light coloured buildings. Gardens and landscaping complete the look and allow researchers to test out experimental plants in native soil.
On the old outer edge of the old dome and near the crater where the mining complex is, there was a small dome in which the Terraforming side of things conducted projects. Researchers conducted experiments outside the dome, but many of those projects have shifted focus now that the colony has an atmospheric shield.
There are little cafes and support services at the complex because a lot of people work out there. Staff are made up of both civilians and Starfleet, with the Starfleet maintaining some labs outside of the Starfleet Complex for truly joint research opportunities.
The top floor of the (White) Tower contains the Office of the Director of Terraforming and has its own private lab as well. On the floor below is the Director of Science Research.
The Complex also now includes the OED V Science and Engineering Academy, which was responsible in its infancy for seeing the completion of the planetary shield system that allowed the colony to dismantle the domes.
Mining Operations Complex
In the aftermath of the comet strike planetary surveys revealed that huge deposits of ore and minerals had been unearthed. Since these were of great value in the developing colonies in other systems the decision was taken to establish a mining presence on the OED.
The rights to mine the OED were given to a civilian company. They quickly established an office in the OED colony.
The actual mining on the OED is done by mining teams who travel the planet looking for seams of minerals and ore. When a suitable site is located, the team erect a temporary community in which the miners can work, live in basic accommodation and use their equipment. As the ore is removed it is carried by loaders into weighting Ore ships which will lift off when full to go to a processing facility.
Previously this material was taken off-planet to be processed. However when discussions were open about the possibility of an orbital platform for the OED, then the mining company asked to be part of the facility.
In the final design that now orbits the planet, the lowest level is a ore processing facility that receives the unprocessed ore from the planet, processes it then loads it into big ore freighters for sending onto final destinations.
The mining company operates offices on the planet, mining teams in the field and a processing team on the station. Mining tends to be dirty dangerous work and the processing can be unpleasant, so there is a lot of rotation of personnel.
The main office tower in the complex is colloquially called The Black Tower, in a playful nod to the Science Complex and their sometimes competing goals.
Agricultural Area
Once the location of the second dome, this area continues to provide both food production for the colony, as well as agricultural research opportunities. Projects here work to improve crop yields, test new varieties, as well as advance terraforming efforts for the colony.
Commercial District
At the heart of the OED is the Commercial district. If you need something you can find it here. From antiques to clothing, bars, clubs and restaurants, it is all in the Commercial District.

Restaurants
Diamond Jim’s Speakeasy
Following around the perimeter and coming to a small parking area by a door with a Naussican, by the name of Jorg, standing by it. He has a bad habit of gambling with a seedy sounding fellow of Mannix.
‘Inside’ was a narrow flight of stairs that went steeply down for about ten meters and opened into a large space filled with tables, booths, a massive bar, and a stage. Where on occasion live music was offered. The air was filled with the aroma of fresh cooked food and exotic spirits, and the place was almost empty. Here and there sat a couple or an individual, but for the most part it was quiet. The place was lit, but not too brightly, by sconces and shaded lights hanging from the ceiling. The tables and booths were just far enough apart to allow for private conversation. And the bar, sitting on all four sides of the large square, sat on a raised section in the middle of the room.
There was a lovely aroma of food and the heady scent of spirits. The climate was pleasant but the shaded lights and polished wood made the place feel warm and welcoming with the soft light and dark wood. The plush velvet covered seats invited a person to relax and soak in the atmosphere.
The current proprietor is a woman named Carrie. The former owner was smuggling Romulan ale in. When he was busted, his head chef Carrie took over. A human woman with brilliant blue and green hair. Seems she was a sous chef at some swanky Risian resort. Top tier kinda place. Seems the chef had some kinda beef (no pun intended) with an Orion Syndicate Underboss. Killed the guy in the middle of some high-profile dinner. Whole kitchen staff was black-balled from the planet. So she wound up here… much to the joy of her customers.
The Brickhouse Brewpub
Of the many food establishments on the ground floor of the buildings that enclosed the Plaza, was a small but busy place.
The pub has an industrial design to it, with exposed vents and a ceiling painted black. The interior walls, posts and beams were covered in red brick, and from the ceiling hung multitudes of glass pendant lights. There was a long bar with stools and plenty of tables and booths. Above the bar was a large menu filled with craft beers, cocktails, and wine.
Serves great pub food and was particularly known for their burgers and wings.
The Golden Raven
A small pub-style place that does a nice little lunch and was quieter this time of day than it was at night. The place was cozy and unlike other pub-type places, lighter in decor and ambience. No dark fabrics and walls and dim lights. But it was filled with textures that lent a softness, like each patron was wrapped in a warm blanket.
Swing on By Lounge
Both a restaurant and a place to go dancing, it pulled from all the elements of a Terran jazz club while also looking like it could be from about anywhere. There was a stage in the corner, framed by luscious dark green velvet curtains, where a jazz quartet (with a guitar) was playing in front of a black and white tiled dance floor. The place was half-lit with sconces and candles which reflected off the polished gold surfaces. There was a long curved bar that looked like a piano and was lined with stools that had music notes for the supports between the legs. Faux windows were actually screens that displayed a sky scene, alternating between starscapes, sunset and other moody evening scenes.
Jul’thek’s Bistro
A quiet little spot that was mostly empty as it was past the business lunch rush. Commercial District
The Wild Fork
Has a rooftop landing pad.
There were many fine restaurants and eateries in the city. Dozens, maybe hundreds. Some sat in elegant display on a broad parkway, their lights spilling out as diners in fine clothes ate food from all corners of the galaxy. Some were tucked into alleys and served food in old paper bags just barely thick enough to capture the grease. Some were always busy. Some had a dedicated clientele. But the one thing they all had in common was that they all wanted to be ‘The Wild Fork’.
The Wild Fork (or TWF as the locals called it) was one part fine dining restaurant, one part high-end mixology bar, and all amazing. The wait list was years long. People would plan multi-quadrant travel around their reservations. And if one were going to have one last meal before shuffling off one’s mortal coil… TWF is where one would eat. It was so incredible it had its own live streaming vid just so viewers could watch other individuals eat and talk.
Situated at the top three floors of the Vizir Grand Hotel, the place was as beautiful as it was home to good food.
The place appeared more crowded than it was, or than it appeared on holo-vid. The strategic placement of tables allowed for the staff to move and diners to have some privacy in their conversations. For more… intimate… gatherings, patrons were taken to the Private Floor
The floor appeared almost empty until one recognized the heavily draped alcoves all around. The drapes were drawn back on one to reveal a large table with a luxurious half circle booth. “Should you need anything, please press the green button.” and he indicated a small metal plate on the back of the booth with two buttons, one green and one red. “If you do not wish to be disturbed, press the red. The booths are soundproofed for your comfort.”
A Day At The Beach
The outside looked like a beach bungalow. Inside, chaise lounges set against a holographic backdrop of beach, ocean, waves, and sun turned the inside of the building into the very essence of the name of the establishment.
The back area where the scene shifted into a secluded cove covered by swaying palm trees. If you don’t drink, they have the largest selection of real fruit juices on Oed.”
Menu:
Minty Tickle made with Soft Mangosteen juice and mint or a Forest Starlight made with Daydream Berry and Dromiard?”
Silence Is Golden? Goldrode berry, arctic rose, and lemonade?” He looked at all the drinks and then said “Oh, here we go. Spicy tomato, Bitter Jackdaw fruit, and Deltan hot pepper.
Aria’s Kitchen
The walls were lined with booths all the way around, with tables arranged in the center. Pale green table clothes covered them all with small trays of small bottles of condiments in the center and menus at each seat. A sign welcomed people at the door and invited them to take a seat. The air was filled with the smell of fried food, fresh bread, and something baking in the kitchen beyond swinging double doors.

Biscuits and gravy and a cinnamon roll. Then I’m gonna get chicken fried steak and eggs. Chicken fried steak with gravy, mashed potatoes, green beans with bacon and onion, fried catfish, crawfish, corn on the cob, french fries, onion rings, potato salad, cole slaw, meatloaf, and chili.
Rx’jIm Restaurant
Authentic fresh Klingon cuisine, and for those with a strong stomach, a cooking lesson.
Coffee Cart
One block from the Fleet Complex entrance. Best fresh brewed drinks anywhere. Also best kept secret from tourists and transients. Always a line

A casual and relaxed joint serving healthy but comforting beach fare.
Eden Café
A bright little place with plants growing everywhere and little flowering pots as centerpieces set on a mixture of small tables and booths. It serves fusion vegetarian fare from around the Alpha and Beta Quadrants and is always experimenting with flavor combinations.
The Cruise-In Cafe
The only 1950’s themed diner in the quadrant! Don’t be a square man, and come on in to have a shake!
Shops
Plaza Exchange
Off the main road and on a side street, the buildings in the area had a rougher look around them than a lot of Oed. The streets had fewer people out as evening settled. Ground and hover cars garner looks from more than a few people.
Turning a corner at night will deliver one into a carnival. Lights abounded, and people were busy buying and selling wares of all kinds. It is an assault on one’s senses. The lights and movement, the cacophony of voices and banging and shuffle of wares being examined, packaged and packages juggled. The confusing mixture of food aromas, scents of various bases and perfumes.
It was enclosed by six and eight story buildings that also were part of the Exchange. It looked perfectly fine from the outside, and boasted all sorts of businesses, including some that were less than legal (if you knew what you were looking for). The market was filled with stalls upon stalls and little shops all butting each other. Basically anything you could think to buy you could probably find. Food, handmade crafts, and random spare ship parts, you name it.

Quill and Parchment Books
The front doors were actual wood and brass and etched glass windowed doors set atop a set of four wide, low stone steps.
Inside was a real, honest to heavens book store. Tall shelves and multiple tables held bound literary works in a multitude of languages and on a truly astonishing number of topics. Large spiral staircases were set in the far back corners of the main room, and those led to the second floor and the jewel of the establishment… the Rare Book Section… visible from the first floor as it ran the perimeter of the floor below. Here, stasis fields, humidity and temperature controlled cases held antique and rare specimens of works from an array of civilizations. First Editions, banned titles, one-of-a-kind prints graced the cases, drawers, and alcoves all sat for ease of viewing… but not contact. A robust and state-of-the-art security system kept the tomes and treasures safe.
The center of the large first floor was a square section that was the center of the store’s operation. Retail counter space held one side, then a baked goods and drink counter followed by an eating counter with a bar. The last side of the square was reserved for consultations and order taking. In the middle of the square was an assortment of equipment, replicators, and a dumb waiter bringing various freshly baked and cooked delicacies from the kitchen below.
Around the square were small tables and large, comfortable chairs for patrons to enjoy a drink and read.
Leaf in Peace
Run by Mirral, an Orion woman. It is in the opposite direction of the government tower, but worth it. Leaf In Peace was down a side alley, between two buildings on the block. But it was a wide alley, with lots of traffic and access to several shops. Sharah turned into a door on the left and the humidity hit immediately. The next apparent observation was the bright UV light that was heavily blocked by the amount of foliage overhead. The shop was a veritable jungle. There was a soft breeze from the forced air that helped regulate the temperature.
Soma Nightclub

Thalen had been working on this place for so long and the first night had finally come. Hopefully advertising had done its job, he walked by the red carp roped entrance past Venn a rather large Orion dressed in a black suit and tie that likely cost more than Thalen would pay him in a month. “Looking sharp Venn,” he said as he entered the building and went to the elevador.
The Elevator chimbed as he reached the 7th floor, he stepped out into the corridor where the payment window and hostess waited T’Vess was a half vulcan half human that had the poise to make the place classy but enough emotion to not scare the clients away. “Vess” he nodded she too was looked stunning in her cocktail dress. “Sir” was all she said as she looked through the VIP guest list for the night.
Thalen wanted to walk through the entire venu before the opening to ensure everything was in place. The club greeted him with two dark, matte-finish double doors, stylized with etched spirals that caught the light only when seen from an angle. Low, ambient house music pulsed from above creating a warm welcome, the DJ had not fired up yet soon the pulse of the room would be intoxicating. The two story space opened, leaving one breathless as they took in the scene, lights and color everywhere. The Bar was to the left it was a twist of cold stone that seemed to cure along the edge of the dance floor, Behind the black and red cabinets pained with glass the displayed all the bottles. Various tapps lined the bar as did golden barstool’s with black and red cushions. Two females and a man worked the bar and smiled as he went by.
All around the dance floor were standing tables small but enough for a group to stand around and talk and hold drinks. He moved quickly across the dance floor various light patterns followed him as he went leaving a trail of light pulsing to the current music. The lounge on the other side of the floor was fixed with a dozen curved sofa’s that each had low tables for drinks and food. The atmosphere was calming and the low light provided for some intimacy in a crowded space.
He moved up the stairs past the mid level DJ booth were the current DJ was finishing the current set up. She was a young human she was on vacation from earth and well know there. He had been lucky that she had been vacationing there. She was dressed in a silver Bikini and covered in tattoos she had a masquerade mask on that looked like a panthers face. “Good luck Cat, if there is anything you need let me know, every thing is on the house.” he said leaning in kissing her on the cheek. She almost passed out and gave a knowing smile. “I’ll see you later” she said slyly.
He moved to the VIP section on the upper platform it looked perfect 4 individual area’s with plush seating tables and personal shielding to have private conversations. The areas was filled with expensive artwork and sculptures from around the quad. Making his way back down stairs he confirmed with his engineer that the four mood rooms were function each room could be set to produce any feeling one wanted to feel, he walked into each one checking them out and then moved to the back elevator not wanting to climb the stairs again.
The rooftop was his crown. To the right, the fire pit flickered in geometric clusters, already fed and ready. Low-profile couches formed half-moons around them. Charcoal gray with bronze inlays. He reached down and adjusted a misplaced pillow, then stood again, satisfied. The infinity pool shimmered under low violet light surrounded by incense that produced feelings of calm and desire. There were two changing rooms with replicators in them to either side of the pool.
To the far left, the grill was warming. Edda was already prepping. She didn’t look up, but he smelled the char-starters igniting,lemongrass and pepper oil filled the air. The outdoor bar stood opposite, built from dark wood,He had it infused with subtle pheromone oils. The longer people leaned there, the more open they became. Nothing criminal.
He looked around and smiled, he had already given the staff their pep talk, so he made his way to his office to wait for the place to fill up.
By ten pm the place was bumping, a line 60 people deep curled around the corner of the building, people dancing and laughing and enjoying the new place. It was not as expensive a place as it looked at least the main floor, pass for the VIP and Roof section were very expensive.
