Well, since the commentary has all but died on these, it’s time to make them official.
Part 1 - TOS Update
Effective immediately, the Terms of Service of STF shall be amended to include the following content:

Individual members of STF shall be entitled to only a single login name and password.
Members should endeavor to keep their account password confidential. A member may be held accountable for violations of STF rules and Terms of Service committed with their account, regardless of who accessed the account. This does not preclude the other party being held accountable as well.

The new content should be located as close to the top of the Terms of Service as is reasonable.
The “agreed to TOS” flag shall be reset on all member accounts to require acceptance of the amended Terms of Service. To this end, the text “You will only have to agree to this form once” should be changed to “You will only have to agree to this form when the Terms of Service are modified”. While the former certainly includes the latter (ie, a changed form is not the same form), the latter is more clear of the intent of the page.
Further, in an effort to remove duplicate accounts, an amnesty period shall begin immediately and last until 31 May 2001. During that time, any member with duplicate accounts will be allowed to come forward and have all their characters merged into a single account of their choosing, without fear of reprisal. After the amnesty period closes, duplicate accounts may be cause for disciplinary action, up to and including banishment from STF.
This information should be distributed as widely as possible. To that end, I instruct (and will email) all Fleet Commanders to post at minimum a summation of or reference to this edict on their Fleet MOTD, and to instruct the same of their Commanding Officers. I am normally loathe to mandate any content be required on any MOTD; for that reason, there shall be no consequence to not following these instructions. That being said, it is important that people know that duplicate accounts are verbotten and realize that now is the time to correct the problem if it exists.
Part 2 - Non-STF Content Hosting
Effective 1 May 2001, all persons hosting non-STF materials on the official star-fleet.com server (currently chi.pair.com) are put on notice that they have 90 days to find alternative hosting options for their content. At the end of that time, all non-STF content will be purged from the STF server. Should additional time be required, a request can be made of IDept who has the flexibility to grant extensions to this deadline on a case by case basis. IDept is instructed to inform all affected parties of this edict to the best of its ability.
Where there is content that has valuable historical signifigance, Internet Department is hereby instructed to maintain a library of OOC materials for STF. Members (past, present and future) are encouraged to submit items of historical interest to this “Library of STF”. Examples of appropriate content are newspaper volumes, STF biographies of members, and so on. Note that this library does not overlap any library operations maintained by the GMDept. IDept is interested in documents with OOC value; GMDept is interested in content with IC value.
