Along with the commission of a ship comes the placement of a Captain. For the IRW Rovarran, I name Katy Darrah the first CO of the ship. She worked hard to make the ship a reality. And we can only hope for her success as a commanding officer as well. Already holding the member rank of Captain, no promotion is necessary.
