Philip Hobday is hereby promoted to the rank of Captain and given command of Starbase 202 in Fleet 4.
By virtue of his elevation to the position of a CO, Philip must forfeit the office of NMC Chairman. Hence, Hubert Bonis, as NMC Secretary, will serve as acting Chairman until a replacement can be named.
You have my sincere congratulations, Phil. This promotion has been well-earned.
