Due to concerns prompted by Edict #2 over who is a licensed GM, the GMT Regulations, as made official in Edict Hughes #21, are hereby amended to include the following.
6) Any member who had served as a GM before the initiation of the GMT program is, as of now, to be considered a fully licensed GM for purposes of GM Department record-keeping.
