Only the President or a designated appointee thereof is responsible for conducting diplomatic relations with other groups on the behalf of Star-Fleet. Should the President delegate authority to a member for the purpose of conducting diplomacy, the scope of the appointee’s authority is to be clearly outlined, and the appointment to be concerned with discharging a specific duty within given bounds.
Any agreements made by a diplomatic proxy will not be considered valid until and unless explicitly sanctioned by the President in the form of an edict.
Conducting formal diplomacy without the consent of the President is to be considered unlawful, and will thus be dealt with at the President’s discretion.
