Edict #8 Presidential Commendation David Fergusson
The great hall of Starfleet shimmered with quiet reverence, starlight cascading through the expansive viewport and reflecting across the polished decks and assembled Starfleet members in full dress uniforms.
Banners of STF lined the chamber, each one bearing the proud crests of ships and fleets, their woven colors holding the legacy of those who had served among the stars. History lived here. At the center, the ceremonial platform stood ready. And today—Starfleet was not alone.
From the edges of the hall, the animal Captains of STF gathered—not as mere symbols, but as living embodiments of the fleet’s spirit.
High above, perched along the arching beams, the Snowy Owl watched—silent, composed, and ever aware.
Near the entrance, the Wolf stood watch—steadfast and loyal—an unspoken guardian marking the threshold between the ordinary and the honored.
Along the ceremonial waters, the Dolphin moved in slow, graceful arcs beneath the surface, while the Tribble rested at the platform’s edge, a quiet offering of comfort and warmth. Above them, the Budgie danced lightly between the banners, fleeting color against stillness, as the Hummingbird hovered nearby suspended in perfect, deliberate balance.
At the water’s edge, the Pelican remained poised in-patient silence. Not far from it, the Kiwi Bird stood grounded and resolute, a humble but unwavering symbol of resilience.
Toward the rear of the hall, the Gorilla stood as a pillar of strength—immovable, enduring. Beside it, the Koala had stilled, bamboo forgotten, as though even the smallest comforts had yielded to the weight of the moment. Along the central aisle, the Rhinoceros held its place with quiet, unyielding power, while near the structure, the Beaver lingered—ever the builder—alongside the Capybara, whose calm presence settled the space like a steady breath.
Along the outer edges, the Fox, Ocelot, Weasel, Coyote, and Mouse moved in quiet awareness—watchful, knowing, each bearing their own silent witness. Even the Cockroach endured among them, a small but profound testament to survival and persistence.
At the heart of the chamber, the Tiger stood in silent balance with the Wolf—strength answering strength—while the Wolverine crouched low nearby, coiled with quiet intensity, unwavering in its resolve.
Above them all, the Griffin watched from its high perch, ancient and resolute, a guardian of both sky and story. And beyond the viewport, far out in the endless dark—the unseen presence of the Kraken lingered, vast and unknowable, a reminder of the depths still left to explore.
Silence fell.
From above, the Snowy Owl descended, wings outstretched, settling upon the ceremonial platform. Symbol and office—one. She stepped forward.
“Members of Starfleet… friends… family…Today we gather not only to recognize service but to honour legacy.”
A gesture—and the display illuminated showing a name:
Captain David Fergusson, Riverfly.
A subtle shift moved through the room.
“The Presidential Commendation is one of the highest honours awarded within Starfleet. This commendation is presented to those who show sustained excellence, exceptional leadership, and unwavering dedication to the ideals of Starfleet. It is not given for a single act. It is earned over time—through consistency, resilience, and impact.”
“Today…we recognize someone who has embodied all these things. Not only as a Captain. But as something more enduring.”
“On September 1st, 2001, David Fergusson joined Star-Fleet. On March 24th, 2004, he took command of the USS Merrimack. And for 22 years…he served.”
Her tone deepened. “In nature, the Riverfly is a quiet but vital presence. It lives within the current. It endures changing conditions. It is a marker of stability, of balance, of a healthy environment. Where the Riverfly thrives…life thrives.”
A beat goes by before she continues as she looks over all those who are gathered there.
“Within Starfleet—that meaning has found its reflection.”
The animals seemed to settle further into the moment.
“For over two decades, David Fergusson has been that constant. A steady presence within the flow of time, change, and challenge. He has built and maintained not just a ship—but an environment where others could grow, contribute, and belong.”
“He has demonstrated sustained excellence—through one of the longest, most stable commands in STF history. He has shown exceptional leadership—not only in defining moments, but in the quiet consistency that holds a crew together. And he has embodied unwavering dedication—to his ship, his people, and this community.”
WiseOwl paused and looked out across the hall.
“This is what Presidential Commendations were created to honour. And this is why it is awarded today.”
She turned to the formal citation.

A final pause.
“In recognition of his sustained leadership, distinguished record of service, and his historic tenure…Captain David Fergusson—Riverfly—is hereby awarded the Presidential Commendation for the longest STF Captaincy.”
“David…you didn’t earn this in a single moment. You earned it over years. By staying. By leading. By creating something that lasts.”
“You became a constant—in a universe that is always changing. And because of that—Starfleet is stronger.”
WiseOwl placed the certificate into his hands as she continues in more official tones.
“On behalf of Starfleet…it is my honour to award you this Presidential Commendation.”
And with formal clarity:
“Awarded this 24th day of March 2026, by Order of the President, Starfleet.”
David Fergusson Certificate
Silence fell over the hall. Then—the beings in the hall rose and applause thundered through the chamber.
The Dolphin surged forward as the Griffin spread its wings. The Wolf gave a quiet, proud howl and the Tribble purred contentedly.
At the center—the Snowy Owl remained still.
Watching. Knowing. Because this was more than ceremony. This was recognition. This was legacy. This was Starfleet.
