Bill #1 - Community, Onboarding, Resources & Education (CORE)
This Bill supersedes and replaces both the Personnel Department Edict (PDICT) and the Central Academy Directors for Education and Training (CADET) Bills and all their respective revisions.

Purpose
The purpose of this bill is to establish a new department tasked with all matters relating to STF membership. This new department will be established under the name “Starfleet Academy”.

Staff
The daily activity of Starfleet Academy shall be overseen by the Academy Commandant, who shall be appointed by the President. The Academy Commandant is a cabinet position, and is equal in power to other departmental directors and Fleet Commanders.

The Academy Commandant shall appoint two (2) Vice Commandants, a Vice Commandant for Membership and a Vice Commandant for Training. Both Vice Commandants answer directly to the Academy Commandant, and are responsible for departmental decisions in the event the Academy Commandant is not available. Additional responsibilities are at the discretion of the Academy Commandant.

The Vice Commandant for Membership shall oversee tasks relating to member accounts, including but not limited to creating new accounts, new member placement, requested new character member placement, granting individuals administrative access for use in specific ship applications, as defined in this bill, and ensuring compliance with the STF Accounts Terms of Service.

The Vice Commandant for Training shall oversee on matters relating to ongoing training, mentorship, and development in STF.

Departmental Policies
Starfleet Academy is required to maintain a list of current departmental policies as decreed in Mandates in a publicly accessible format.

Membership
Ship Placements

Starfleet Academy, and the Vice Commandant for Membership, is solely responsible for placing new members on ships. All new members are placed on an appropriate ship that is open to accepting new members. Members may request to be placed on an era specific ship, as long as its charter allows for new members.

All completed new member applications will be referred to the Vice Commandant of Training in order for a mentor to be assigned to the new member.

Access Levels
The Academy shall be responsible for granting individual members administrative access to specified individual ships or groups of ships based on that member’s position within the club, which shall be governed by the following list:

Administrative access to the Command ship shall be given to the President and Vice-President.

Administrative access to any Executive Department’s ship (including the Academy) shall be given to the Executive Department’s Director, Assistant Director, and anyone else named by that Executive Department’s policy, or mandate.

Administrative access to any Executive Assistant’s or Board’s ship shall be given to the Executive Assistant, Assistant Executive Assistant, Board Members, and anyone else named by that Executive Assistant’s or Board’s policy.

Administrative access to any Fleet administrative ship shall be given to the Fleet Command Council.

Administrative access to any Standard ship or Alternate RPG Area shall be given to the Fleet Command Council, and the ship’s Commanding Officer, Executive Officer, and Gamemaster (including any Gamemaster Mentors and Gamemaster Trainees).

Administrative access to any Academy ship shall be given to the Academy Commandant, Vice Commandant, and the ship’s Commanding Officer, Executive Officer, Counselor, and Gamemaster.

Administrative access to any ship not already covered shall be determined by the President.

Additional temporary administrative access may be given to any member by the ship’s governing Executive Department Director, Executive Assistant, Board, Fleet Commander, or Commanding Officer for the purpose of assistance with the design or maintenance of the ship’s MOTD. Pursuant to this, the page’s maintainer is responsible and accountable for those whom he grants access, as well as removing that access in a timely manner.

No administrative access to a specific individual ship or group of ships shall be provided to a member that is not covered by the above list. The Academy is not responsible for providing club-wide administrative access to all ships, based on a given position held by a single member. The Academy is not responsible for providing administrative access to internal fleet or department managed pages, as well as the fleet entry pages. The Academy is not responsible for providing any other type of administrative access to STF.

The Academy may delegate the responsibility for providing administrative access by departmental mandate, including delegating such responsibility to members who are not staff members of the Academy, but may still reserve the right to enforce that administrative access to ships are not given beyond what is allowed by this edict.
In addition, the Academy Commandant and Academy Vice Commandants shall be given sufficient access in order to allow them to have administrative and subscription access to all ships in STF, access to edit all membership accounts, access to activate and block any membership account, access to the text of all automatic emails sent to members, access to the format and text of the membership application, and access to all administrative logs relevant to enforcing club rules, policies, and Terms of Service within the scope of the Academy’s responsibilities.

Training

Establishment of Academy Courses
The Academy shall maintain a set of courses, which must at least include a course for Engineering, Gamemaster (in coordination with the Gamemaster Department), Medical, Science, and Security. Additional courses are at the discretion of the Academy Commandant. These courses are taken on a voluntary basis. Should a member pass one of the courses, greater consideration for a Department Head position should be granted. Passing one of the courses does not guarantee a promotion.
Establishment of Mentoring Program
For the purposes of training new incoming members, the Academy shall establish and operate a mentorship program, overseen by the Vice Commandant for Training.

All new members will be assigned a mentor, preferably on the same ship that they are assigned, upon their placement. The mentor is there to help the new member learn and navigate STF.

In addition, any member may request a mentor through either contacting the Vice Commandant for Training, or visiting the Academy.

The Vice Commandant for Training may create or terminate any additional components to the Mentoring Program, including programs to mentor members who are interested in taking on roles and responsibilities on a ship or elsewhere in the club.

The Academy shall be responsible for creating a set of standards and qualifications for a member to become a mentor and remain a mentor, including whether there can be any exceptions and who approves those exceptions. The Academy shall ensure a balance is maintained between having highly qualified mentors and ensuring that there are enough mentors for the needs of the club. Generally, all mentors must have been a member for a minimum of three (3) months, which can only be waived by the Vice Commandant of Training if deemed appropriate by the Vice Commandant on a case by case basis.

The Academy shall be responsible for recruiting and approving mentors for the Mentoring Program.

The Academy shall make all reasonable efforts to ensure that every ship that accepts new members has at least one active mentor. The Academy may request the assistance of a ship’s Commanding Officer for that purpose.

The Academy may set policy for the responsibilities of the mentors. At a minimum, all mentors must make personal contact with the member they are assigned to mentor, be available to answer the member’s questions, assist the member with learning how to role-play in the club, and help the member with any problems or queries.

The Academy shall maintain a set of resources to assist mentors, which may include draft emails to be sent by mentors, links to resources, and a mentoring course.

The Academy shall maintain an internal list of active mentors and what ships they are active on, as well as an internal list of which members have been assigned to which mentors. The Academy shall report monthly on the status of the Mentoring Program, including how many active members there are, how many active mentoring assignments there are, ships that currently have no active mentors, and any problems that need to be addressed in the Program.

Disputes
Any dispute involving the Academy shall be moderated by the Academy Commandant. Should any of the involved parties be the Academy Commandant, the dispute shall be moderated by the Vice Commandant for Membership. Should the dispute involve the Academy Commandant and both Vice Commandants, the dispute shall be moderated by the President.
