Being the first person to do something is never easy. This person has done an excellent job in pioneering the Supervisor of eXperiments role, by performing those duties in accordance with the rules laid out in BOXES as well as the intent of the X-Fleet concept, and by doing so in the face of misconceptions about them.
I hereby promote Amber Hagan to the rank of Fleet Captain, with all rights, privileges, and responsibilities therein.
