“To boldly go where no one has gone before.”
The edict establishes the first Task Force, that will focus on the development of a Captain’s Handbook. The terms of reference for the Task Force are below.
Task Force 1: Captain’s Handbook Development
1. Objective
The object of this Task Force is to create a Captain’s Handbook that will serve as a comprehensive guide for new and current Captains, incorporating best practices, cross-departmental resources, and practical guidance for CO roles.
2. Scope
The scope of the Task Force is to create a Captain’s Handbook for inclusion in the Library, and recommend departmental ownership once created.
Following the initial discussions, the handbook should include:
- Best practices for CO leadership and ship management
- Details on the support and resources available from various departments and boards
- Where possible, scenario-based guidance to help COs navigate challenges
It will not cover procedural details covered by other documents or courses (for example, how to use Exodus), however it should link to the relevant resource. Additionally, the Task Force may recommend the creation of additional resources if they do not already exist.
3. Members
The Task Force Commander is Tom Hillman, who will be supported by Jennifer Ward and Katherine Dedul. Members are invited to speak to Tom Hillman should they also wish to volunteer.
4. Tasks
The Task Force is to conduct the following tasks:

- Review existing resources (e.g., mentorship program materials)

- Consult with COs, FComms, departments, and relevant stakeholders to determine content.

- Gather feedback from other members, through command discussions, on the content of the handbook.

- Draft content of handbook for review

- Provide support and follow-up as COs begin using the handbook
FComms, Department Directors and Boards Leads are to support to the Task Force including:
- Provide input on the best practices and resources specific to their departments
- Share any relevant materials or documents that should be referenced in the handbook
- Offer feedback during the review phase of the handbook draft
5. Timeline
- Investigation phase end target: 30 Nov
- Implementation phase end target: 28 Feb
6. Reporting
The Task Force Commander is to provide updates to President and Vice President for inclusion in the monthly Command Report.
