Hi all,

Below are the proposed changes to the FCOMM bylaw to effectively form Fleet Command Council, response for ‘the Fleet’ of ships within STF. A couple of thoughts:

  1. These are quite significant changes, so I would welcome views on whether we should put the entire revised bylaw into the bill. It would make it easier to update, but also make it harder to determine what was changed by the bill.
  2. I think we ought to have an implemenation section - in this case, assuming we pass this within the next couple of weeks, I’d suggest that we say this takes effect in the next term and that the new Fleet Command Council is responsible for setting out how ships are listed on the site.

Thank you to all of those who have contributed to the discussion on reorganising the fleets. I am hopeful these changes, in particular the introduction of a Fleet Command Council, will better serve the club, and ensure we have a healthy set of role playing environments.

Changes

Changes to the ‘Fleet structure and Command’ section

Definition:

Change from:

A Fleet is a collection of one or more Role-Playing Ships under the command of a Fleet Commander independent from other Fleets. A Fleet may include non-RPG ships in addition to Role-Playing ships.

To:

‘The Fleet’ refers to all of the Role-Playing Ships within STF, which are under the command of the Fleet Command Council.

Creation and Decommissioning: Paragraph is removed.

Fleet Commander: Paragraph is removed.

Assistant Fleet Commander: Paragraph is removed.

Addition of the following sub-sections:

Fleet Command Council

The Fleet Command Council (‘the Council’) is the body responsible for the management and oversight of all Role-Playing Ships within STF. It is responsible for the outward image of the Fleet, for reporting to the President, working with the President on matters of Fleet business, and other duties as specified in this and other Edicts.

Specifically, the Council is responsible for ensuring that the Ships are healthy and properly functioning role playing environments, that the Fleet’s site pages are maintained, and that fleet reports which detail the current status of each ship are submitted to the President. The President is responsible for dictating in policy how and when fleet reports should be submitted.

In the event that the positions of CO and XO on a ship both become vacant simultaneously, due to AWOL, eLOA, resignation, or other circumstances, the Council may appoint an aCO and aXO. They must notify the President of such action and relay their recommendation on whether replacing the CO permanently is necessary or not.

The Council shall consist of the Council Chair, Council Officers, and may include a Senior Advisor and additional Council Members as the Fleet Command Council deems necessary.

Council Chair

The Council is chaired by the Council Chair, who is normally the Vice President. Exceptionally, the President may appoint someone who is not the Vice President to this role, with the consent of EGO. The Council Chair is considered a member of the Cabinet. The Council Chair is charged with seeing to the proper functioning of the Fleet Command Council, the Fleet, and the administration of related COs, XOs, and other Ship Administrators. The President and other Cabinet members may not be the Council Chair.

Council Officers

Council Officers are appointed by the Council Chair, with the consent of the President. Each ship is to be allocated an Officer, and Officers may supervise multiple ships. The size of the Council should reflect the number of active ships, with an indicative ratio of one Council Officer for every three ships. This ratio provides flexibility to ensure sufficient coverage and support while allowing the Council to adapt to changes in club size or activity levels.

Council Officers must be a current or former CO or XO; this can include equivalent positions in an Alternate RPG Area. Acting CO or XO does not count. The President may not be a Council Officer.

Council Members

The Council may appoint Council members to support the Council Chair and Officers. There is no restriction to the appointment of these positions.

Senior Advisor

The Council Chair may appoint a Senior Advisor, whose role is to provide advice to the Council and Council Chair. A club member who is a current CO may apply for the Senior Advisor role; the applicant with the most time served as a CO will be selected.

Changes to the ‘Ships’ and ‘Ship management’ sections

Replace all references to ‘Fleet Commander’ with ‘Fleet Command Council’.
Replace all references to ‘a fleet’ with ‘the Fleet’.

Implementation

The changes put forward in this bill will take effect from the 1st December 2025. At that point, the President is to confirm the Council Chair, who will then establish the Council.

All role playing areas, with the exception of the USS Challenger and those in X-Fleet, will be under the Command of the Council. They will remain assigned to their existing fleets from an in-character perspective.

The Council is to work with TECH to determine the most appropriate navigation or categorisation system for role playing areas for site navigation.
