With her Captain having stepped down for personal reasons, there was a hole in the command staff in the 1st or Foremost Fleet. After much deliberation, and what I was told was a very hard decision, the command staff have come to a decision, and issued orders for a Captain to take command. Captain Phillip “Puffin” Graham is being assigned command of the USS Manhattan, as he has all the rank and privileges of a Captain of the fleet no promotion is due at this time.
