Starbase 202 is a unique place in need of a strong CO to guide it. I am very pleased that a new CO has been chosen from within the crew. On the recommendation of Fleet Commander-4, I hereby promote Elliot Cooper to the rank of Captain and assign him as Commanding Officer of Starbase 202.
