Pikelsimer took a deep breath and clenched his metallic hand into a fist and then hit the desk top he currently sat behind. He knew he would eventually have to have this conversation with someone on board, but the Executive Officer…?

He jabbed the comms icon on the screen and said =/\= Chief of Police to Executive Officer. Meet me in my office asap. =/\=

Omni was undoubtedly curious and concerned as to what this was about. Rising to her feet she disregarded the researching she had been doing on one of their recent projects. Slipping from the room, she made her way towards the Police Chief’s Office, pausing just in front of it. Raising a biomechanical hand, she pressed her finger to the chime, awaiting response from the Chief, should he have remained in the office.

“Yeah.” came the prototypical gruff and terse voice from behind the door and it slid open. Pikelsimer was seated behind a desk and looked up as the XO stood in the doorway said “Come on in, Commander. I think you and I need to have a chat.”

The gruff nature of his voice offered minimal surprise to her, while she stepped from the threshold and into the Chief’s office. “Go on.” She stated, blandly, her hands finding themselves behind the small of her back. She stood silently before his desk, raising an eyebrow.

Pikelsimer looked down at his desk interface and said “Have a seat, Commander. This is more for your benefit than mine.” and he pulled up a file and downloaded it onto a PaDD and then slid the PaDD across the desk to her. On it was a report from Federation Security, what some considered the utmost law enforcement arm of the Federation; and what some referred to as ‘The Secret Police’. It read as follows:

Subject: Operation Killjoy

Purpose: To infiltrate pirate and smuggling operations on the edge of Federation space in order to facilitate the gathering of intelligence on criminal activity and possible threats to Federation holdings.

Mission Objectives:
1. Gain the cooperation of existing mid-level members of established criminal organizations and groups via bribery, extortion, or threat of incarceration (hereby referred to as ‘Confidential Informants’, or ‘CI’).

1. Use the above to insert undercover Federation Security operatives into said organizations and groups.

2. Utilize intel garnered by undercover agents to prevent criminal activities and bring charges against the leadership of the above organizations or groups.

Framework:

All Agents and CI’s will report to a district Federation Security Agent with regular reports on activities and planning. The timelessness of these reports will be established by the District Agent and the operatives, and will not be divulged to prevent compromising the above.

The length of the operation will be no less than two years, with the possibility of extension to be determined by Federation Security General Counsel and the overseeing Senate Committee.

Identities of Agents and CI’s participating in Operation Killjoy will be kept secret from all personnel save those in direct oversight of field operations.

All participants will be vetted and approved by Operational Agent In Charge.

All intel garnered by Operation Killjoy will be vetted for accuracy before being disseminated for response planning.

Any change to operational protocols will come from Operational Agent In Charge.

At the conclusion of the operation, all participants will be debriefed and transferred away from operational areas to ensure their safety. If necessary, participants will be placed in Federation Witness Protection.

The file continued on with operational particulars for logistics, communications, and the like for a little while; much of it redacted; but the end paragraph read:
