Nicholas searched for the Lt Governor’s office. Finding a sign that read ‘Captain Parker Xavier, Lieutenant Governor’ he pressed the door chime below the sign. Starfleet protocol stickler. I won’t have to play too much the character.

After the executive assistant had announced him and he had waited a minute or two the Captain opened the door. He was in his SF uniform.

“Cmd please come in.” He said and then walked to the side of his desk. He awaited the officer to approach him and offer him a handshake so he then could round his desk and get to business.

Xavier Lt. Gov

Nicholas walked into Xavier’s office. Starfleet, but trying to make the bureaucrats feel at home. He shook the Captain’s hand. “Lt Cmdr James, Nicholas S. Reporting for duty as Chief Intelligence Officer, Starfleet division, OED V.”

“I’m certainly glad to have you. Our last CIO came and went so fast I never caught the name.. I hope you intend to take this post with a little more commitment.” The Captain said. Even if James was a newbie, and he wasn’t, Xavier was sure he got the hint. Screw me and leave quick and the favor will get returned.

Nicholas nodded the way only a spy can. Message received and understood. Xavier didn’t know who Nicholas worked for, but let him have his command.

“Cmd before we begin you need to know something. Intel always has a primary mission and then their real mission. I understand that. However never let the latter screw up the former and you will do fine under my command.”

“The functionings of your crew will never be disturbed. And my service record may be mainly classified, but there are years per assignment. I tend to be in one place for 2-3 years.” He studied the Lt Governor for a moment. “Even if I do, during the course of my time here, have a purely intelligence based assignment, it will go entirely unnoticed. I’m not new to my job. I’ve learned to multitask. I provide you with intelligence and support while being Starfleet Intelligence’s arm at OED V, is this agreeable?”

“More than agreeable Cmd. Its your basic duty and a man that knows and understands that knows what it means.” Xavier commented. “Now to other things. You know Oed can be an unwanted haven for a lot of illicit operations. In the past they have caused considerable damage to Oed. SF Security role is not to ferret these out even though they do try. They are about security. The local police do good but they are more oriented toward crime for profit criminal organizations. Where do you see your role?”

Better to compromise yourself to one than a hundred, if that one can be controlled. An old saying Nicholas recalled from training. “Captain. What I am about to show you is beyond classified. This conversation is not taking place.” He pulled apart two sides of the back of his right hand. A holographic image of a Reman male was projected. “The Tal’Shiar. Formerly Romulan Intelligence and secret police, now a shadow government in the wake of the Hobus incident. This is Relok. One of their more veteran operatives. Recently, he made a mistake. In trying to infiltrate OED V, he killed and stole the identity of one Philip Roth,” the image changed to a grubby looking human “a low level gun runner. Roth’s body was discovered and ID’d 36 hours before he arrived here. It’s not difficult to make a holodisguise. As long as the facial geometry between species is similar, you can make it work. Working as a small time thug, he can get in and out of dark places no questions asked.” Nicholas closed his hand. “He’s going to wheel and deal his way until he can get some intel for his bosses. Then he’ll be long gone. He’s prime objective. I’m telling you this for two reasons. One; when I capture him, I need Starfleet security and local police to stay out. Two; to demonstrate what I do. I am an Intelligence and counterterrorism agent and have been for a decade. My presence here will be invisible. And you need never know about any other Intelligence missions that come through here. They’re delicate and dangerous. And well handled, untraceable. My job is to deal with the threats you don’t even know are there. Unlike most operatives, I’m assigned to a station as long as it’s a potential danger zone.”

It was not his first peak behind the Intel curtain so Xavier was not surprised.

Nicholas knew Xavier was a veteran, so he wasn’t surprised he took this in stride.

“Ok I won’t tell either group to stay clear but if they get near your operation then you need to let me know so I can send them somewhere else.” He answered. “However I do draw the line if this Romulan becomes a clear danger to Oed and its citizen. That changes the game and its no longer in the shadows.” He said.

“You’ll never know Relok is here. You’ll see Roth is being extradited to a Starfleet ship you don’t recognise the name of. Keep things clear when that happens. If non-intel get involved, things will get messy.”

“BTW Longstreet informed me that an old contact of his is on Oed. She has a lot of contacts in places SF and others do not. Might be worth your while to check it out. My understanding is her name is Apolonia. A smuggler etc..” He said as an offer of info to the Intel officer.

“I know the name. Never dealt with her. I’ll track her down, see if she has anything valuable.

“Past that you are responsible to give a monthly update on intel or as needed.” He said as a closing.

“Understood. Captain, as a Starfleet Officer, I am your subordinate. Code 31; I have to move fast and quiet.” He knew Xavier would follow the idea. “No one else can know. If I’m compromised, I’ll have to take action. Not against OED V, but I’ll leave no trace I was ever here.”

The Captain nodded. He knew the drill. He was going to warn James that Longstreet had a bad history with Intel and was not their fan. However Longstreet had worked with them before and after and he would do fine. Plus this officer was like any other. If he wanted help and cooperation he would have to give it too.

Security and Intelligence rarely got along. One was usually interfering with the other. “I have a few pieces of information, too small to use but too good to throw out. Lt Cmdr Longstreet might be interested in knowing, say, who on the civilian police force is on the take, where a missing shipment of isolinear chips went.”
