In Starfleet Terminology the
Police Chief would be the COS of the colony, but of course, on a colony like Oed, his job is much more demanding and rewarding as well.

What he and all Civilian Leaders have in common:

• They belong to the Government Cabinet, which consists of the Gov., Lt. Gov., Aide de Camp and all Civilian Leaders. The Aide de Camp and the Lt. Gov. also represent the Starfleet concerns. The Gov. is their boss (at least in the current setting, where the Gov. is a Civilian Leader and the Lt. Gov is a Starfleet Officer).

• They have an office in the Government tower and a number of administrational staff working for them in the Government Tower

• They get a rather luxurious private home (villa/penthouse/house… you choose) in the Residential District.

• They have large premises on Oed to fulfill their jobs and a large workforce of a few hundred people to work for them. They are responsible for them and for the organizational structure within their department.

Now for the specifics for the Police Chief:

• The Police Chief is responsible for the order on Oed, for upholding and enforcing the law and for prosecuting crimes on Oed and bringing the criminals to justice with the help of the District Attorney. After a criminal has been judged guilty, he is responsible of enforcing the given penalty.
  He is responsible for his staff and the hirarchy/organisation of his staff.

• Like the Chief of Construction & Operations, the Police Chief doesn’t have one big facility somewhere in the city.

His 7500 Police Officers are based all over the city in Police Stations, each one having its own area to take care of. These officers aee divided into five precints, each with their own commander who answers to the Commissioner. Police officers, aditionally, do not carry firearms, they are peaceful and bring only batons.

• He himself has of course his office in the Government Tower, on the third floor from the top, where he also has administrational staff working for him.

• His office and his staff is on the third floor from the top, below the floor of the Chief of Construction & Operations. That is because on this second floor from the top, the Chief of Construction & Operations is controlling all Operations on Oed. This is also where the EOC is.

• The Police Chief has a Surveillance room next to his office which can connect him to each of the Police Stations, to every Police Officer, every Police vehicle and that has all camera feeds from all public cameras on Oed.

• He is closely working with the District Attorney. He stands in for the Starfleet COS, who takes care of Security on the Orbital Platform, the Spaceport and the USS Centurion. Also, the Starfleet COS stands in for him.

• The Police Commissioner is in charge of a SWAT, or Special Law Enforcements Team, intended to deal with emergency, strategic and crisis situations. They are specifically trained for these types of events and are separate from the remainder of the task force.

• Additionally, the Police Commissioner oversees a Special Crimes Unit, responsible for assisting in the investigation of Starfleet and Starfleet related crimes. This group is commanded by its own Chief which answers directly to the Commissioner (who doubles as a consulting detective should the case arise where he is needed).
