Other staff had arrived and were either sitting or leaning against walls. It was a larger conference room than say one on a starship, but still wasn’t meant for a crowd.

A moment later, a man in a command uniform and four pips stepped in and flashed the group a smile as he took them all in. His brown hair was slightly unruly but just short enough to not be a hindrance, and there was an ever so slight swagger to his walk. He had a youthful energy to him, though he was clearly experienced enough to have made it to the rank of Captain. “Good morning everyone,” he said as he beelined for the coffee and poured himself a cup, waiting till he had had a good sip before moving to the head of the table where he remained standing.

“Alright, a bit of a whirlwind today, but a ‘day in the life of’ right? I’m Captain Jonathan McBride, your new Commanding Officer. And yes, I know there will be questions about the logistics of how operationally this will all work but I’ll leave that to Lieutenant Governor Dasca. She’ll be here shortly but I’ve been told she’s running a little behind today. So I’ll cover a couple of other things before she arrives.”

“A little about myself. I started out as a pilot until I switched to a command track. I got my first command seven years ago, where I’ve been until I was reassigned here to work with you fine folks. This is a very different posting than most of us are used to, and I know some of you are newer as well, so we’ll all be settling in together. I’ve only been here two hours so you’ll have to forgive my lack of knowledge in some areas.” He took a sip of his coffee. “Any questions so far. Who knows, I might be able to answer some of them,” he said, flashing a grin.

Tiberius heard the request to join the command staff in the Conference Room. He looked up from the document he was reviewing and stood up and decided he would meander his way to the Conference Room. After a few moments of walking, he arrived at the Conference Room and walked through the open doors. He noticed a nice spread of food on the table along with all the other folks. “Lt Cmdr Cattaneo reporting as requested. Looks like I’m a little late for the party.” Tiberius then walked over to a chair and sat down. He took a small piece of fruit from one of the trays on the table and took a bit or two while awaiting a response.

“Welcome Commander,” McBride said. “I was expecting people to trickle in, so no worries.”

NL Gavble stood with a nod to his new DH. He was glad to not have to sit in on this meeting. He left the PaDD with the department logistics on it and excited out the door. Fayth nodded in welcome to the new arrival and then turned back to McBride. “How are we going to handle staffing both locations. The facility here on the colony and the Centurion? I know for medical, and I am sure the other departments as well, there are protocols and responsibilities that can conflict. It’s not like we are all on board and we go to red alert or get paged to the bridge and I am in the middle of surgery so I report when I’m done. When I’m done the bridge is gone. Do you have a specific expectation and protocol you want followed or will that be left up to each department head?”. Given the recent attack on Lucas Holloway this was a matter that was at the forefront of details Fayth needed to get worked out.

Captain McBride nodded. “Medical is definitely the department where the situation is a bit more tricky, but the way I see it is that we have a skeleton crew on board at all times. Every day, there is a rapid response team on call. When you are on call for the Centurion, you can’t be on call anywhere else. So for the hospital, maybe that’s your admin day. I don’t know for sure, but we can discuss it in more detail later. But there are a lot of officers and crew stationed on Oed. We should not have a problem staffing the ship in an emergency. And keep in mind that an emergency is most likely going to be a defence situation. In which case, let’s also keep in mind, there is a Klingon battleship also working with us to provide protection. We may not have a ton of time, but we will have more than we might if we were here on our own. All other missions, including patrols, will be planned and you will have advanced notice. Other scenarios we can hash out and create plans for.”

Tiberius looked up at Captain McBride and queried, “Does this mean there are training simulations which we do to help us prepare and allow us to know how and what to do to do during an emergency situation or is that going to be up the DHs to decide as well?” He then awaited a response from the captain while taking another bit of the snack he had picked up. He thought to himself while awaiting a response This is pretty good for a replicated fruit.

“As I understand it, there are procedures in place, but Captain Dasca and I have had some discussions while I was on my way over and first priority is to review those and rewrite them if necessary. Then we’ll drill them. Each department will get a say in what that looks like, but ultimately I’ll make the final call once I get better acquainted with the Centurion,” the captain said and he was going to say more but the door opened and drew his attention.

Into the room stepped a blond Human-appearing woman in a command division uniform and two slid pips. She gave McBride a nod and grabbed a small square table from the side, setting it near the front before stepping off to the side.

The last entrant’s strides were smooth but rather slow, and it was possible that that was part of the reason she had been running late. Eela Dasca was a relatively tall woman who cut an elegant figure in black trousers and an open black jacket. The pale silvery-blue seater she wore underneath had a high open neck that was not so unlike a thicker version of a duty uniform undershirt. Her black hair had subtle silver streaks and was swept back in a loose twist at the back of her head- a hairstyle she had done for many years at all hours of the day and night.

Perhaps the more unexpected thing about the woman was the cane she was resentfully using out of necessity because she was tired and PT sucked this morning. But falling on her ass was not a great way to introduce oneself, so the steadying aide was necessary. “Good morning all, sorry for the delay,” she said in clear voice with the hint of a melodic accent native of her homeworld. She shrugged off her jacket and draped it over the back of the chair she would have sat in, but would hurt too much to get in and out of just now.

Fayth eyed Dasca critically and affectionately mentally cursed Jal’na and her Klingon rock hands. She continued to watch Dasca, she wouldn’t embarrass her by questioning her now. But she would check in with her after wards.

“Captain Dasca,” McBride said, a genuine smile on his face as she offered her a hand. “It’s a true honour.”

Without hesitation, Eela shifted her cane to her left hand and shook his hand with her right. “I’m glad we can finally meet in person.”

McBride flashed a grin and Eela detected something underneath the pleasantries. He knew something about her. Interesting. Then again, she would have thought him inattentive and ill-prepared if he hadn’t researched his new boss at least a little bit. McBride gestured to the room. “I’ve already introduced myself briefly so it’s all yours.”

With a nod, Dasca moved over to the table that had been set and she carefully sat on the edge of it, which allowed her to rest but keep a decent posture and have some more support that simply standing would allow. Gazing over the room, her hazel eyes held intelligence and curiosity, forthrightness. “Let’s just get right to it, shall we? Some of you I’ve met already, but for those I haven’t had the pleasure of meeting yet, I am Eela Dasca, your Commander-in-Chief. From the day I arrived at Starfleet Academy, I proudly wore a uniform for forty years. I started out as a counsellor with a Masters degree in psychology before making the switch to command. I served as first officer on the Leeds for eight years, and was the captain of my own ship, the Steadfast for fifteen. And the thing I wish you to know and understand is that serving Starfleet and the Federation has been the deepest honour of my life. If I could still be out there in uniform with you all, I would, except for”- she twirled the cane still loosely held in her left hand-“my medical discharge. So, as we do, we adapt, we move forward. I’ve spent the last five years since my retirement working for the Federation Diplomatic Corps. It was not unlike Starfleet in that I travelled three quadrants and met and worked with all kinds of people. But when this job opportunity came my way, I realized that the key ingredient missing from my diplomatic work was community. On a starship, or on an outpost or starbase, wherever you serve, your crew are your family, the nucleus your life revolves around. This colony is a thriving community. Mixed, variable, vibrant. And it includes all of us, civilian and Starfleet alike, as complicated as that can sometimes be. We are each other’s community and I think there is room to make that more apparent in the way everyone interacts.”

“But before I get into the operational logistics of how this is all going to work, I’d really like to get to know all of you. So please, I’d like each of you to introduce yourselves and tell us anything you think is important for us to know about you,” Dasca said with a smile. Of all the places on the colony, this particular one was familiar and set her most at ease. She was naturally relaxed here and that meant her demeanour was open and trusting.

Tiberius thought and waited to see if anyone else was going to respond and no one else said anything, so he spoke up, “I am Lt Cmdr Tiberius Cattaneo. I just recently joined as the Chief of Security. This is probably no surprise to anyone as I am the Chief of Security but I am very much into the study of battles and engagements and hope to bring my expertise to the colony and help protect everyone and the colony itself.” Tiberius was excited to discuss battles and strategy with the Klingon’s as he loved to engage the race of people who loved discussing engagements.

Sitting next to Sharah, Mark shook his head. It wouldn’t be hard for Sharah to pick up the mental commentary and misgivings that rolled off of him immediately in regards to the man’s self-introduction.

Sharah glanced around the table landing on Woods, there seemed to be no logical order. This felt like those orientation small groups everyone was forced into at the academy. “I am Lt Sharah Fayth, chief medical officer. We arrived about a month ago. If I am not at the hospital I am most likely in the gardens or green houses. I am also a well-known botanist, but I do it for fun.”

Mark shifted in his chair, sitting up straighter. “Lieutenant Commander Markus Woods, Chief Science Officer. Or so I’m told. I’ve got a pretty wide background, including behavioral studies and analysis, in addition to all the other stuff crammed into my head.” At that moment his quasi-Texas accent came out a little thick, just for a moment. He stretched out one hand and the large coffee mug resting on the conference table visibly slid a half meter closer into his waiting hand. “And I have some psionic abilities.” There was a lot more to all the ins and outs, but for now, it was best to keep it relatively short and sweet.

The last person to go was the Lieutenant who had entered with Dasca. She stepped forward and gave everyone a friendly nod. “Hello, I’m Sherri Watts, Captain Dasca’s Aide-de-camp. I’ve been an administrative aide my entire career and I enjoy it. My job will be liaise between the Lieutenant Governor’s office and this Complex and help the captain keep on top of what’s going on. I’ll be your point person for the most part.”

Eela listened intently to everyone and smiled, nodding at Watt’s comments. “I know it’s odd, but this setup only has to be as complicated as we make it. Your everyday orders will come from Captain McBride. Departmental issues you take to him. They’re not my concern unless they can or do escalate into something that impacts the colony on a larger scale. That’s my domain. Think of my role here as not only the go-between Starfleet Command and the Starfleet operations here, but as the person who maintains a pulled back perspective. I’m working to balance both the colony’s needs and the areas in which Starfleet is helpful to those endeavours. Because the thing we must all understand is that Starfleet is here in service to the people of this colony. This is not a Starfleet outpost. For many years Starfleet ran the show out of necessity. But this is a thriving, dynamic place. It’s growing at a quick pace and we must start thinking less of ourselves as being in charge and more as helpers. Our role is to encourage self-sufficiency, not get in the way of progress and call the shots. Not everyone is going to be happy wth this change, but it’s one that has been a long time coming. There will be a day when Oed Five does not need even a Starfleet security presence, but until that time, we work as a team. And I want to be very clear about this…” she said, her intense gaze searching the room. “Anyone who feels they cannot do that, cannot be a part of this team, should let Captain McBride and I know immediately. Things are tense enough between Starfleet and the civilian government groups. We cannot afford people actively working to cause more strife.”

She exhaled. “Now, questions about any of that or myself? Now’s the time to ask.”

Tiberius looked up for a moment and responded with, “I am good at this time and I will head to check in with McBride. I look forward to speaking with you in the future and working with you and everyone else.” He then waited for others to respond. He was hoping he would be able to check in with his commanding officer soon to get started working.

Markus had his arms crossed over his chest, looking as though he might bore a hole in all three, the Captain, the Lt Governer, and the aide with just his steely gaze. It wasn’t so much staring them down but there was a wariness, of watching them like they might suddenly turn into vipers and strike. His lips were pressed into a thin line, and though he looked relaxed from a distance otherwise, up close, it wasn’t hard to see he was taut like a wire in high wind, singing as it cut the air.

“Actually, I have a big one, then,” he said speaking up. “If this is supposed to be a civilian colony and a civilian operation… And they clearly don’t need us. Why the hell are we still here then?” He gestured vaguely in the direction of the city center. The recent attack was still obviously fresh in everyone’s minds.
