Eela was also at home, and the diplomatic code on the Ambassador’s message had triggered a filter her and Cort had set-up to prioritize which message would send her an alert when she was out of the office. Hyrushi’s call sounded in her office and Eela moved through her apartment and settled in at the desk. “Evening Kenzo. I just read the message myself. Certainly prompts a few questions.”
“More than a few.” Kenzo said dryly.
“I know Mathis, at least a little bit. Our paths have crossed a couple times while I was in the corps. She’s a big deal- they wouldn’t be proposing to send someone with her impressive record without a really good reason.”

“So my questions are multiple and I am aware that you may not have the answers. First and foremost is why would they want to establish an embassy on Oed? This is already their territory. The only reason you do that is if you foresee and are planning on something truly large scale occurring at the location. And by large scale I am thinking historically of the kind of event like the Khitomer Accords… or you are planning on allowing said territory to be annexed by another government.” and he smiled a rueful smile. “Or you are granting that territory independence and self-governance. Which we both know isn’t the case.”

There was no way to know for sure the answer, but Eela still took her time considering the options. After all, while her role had been Diplomat, not Ambassador, she had certainly moved about in that realm enough to understand it. An exhaled breath ensured. “So, it depends. Of the three options you’ve listed, the latter two are unlikely. We are firmly within Federation territory and there is no one near enough that a trade of territory would even make sense, and the only territorial dispute over Oed occurred many years ago and we’ve heard nothing from them in a long time. My instinct is that we’re looking at the former. Something that will affect the colony on a long term basis and requires us to have the authority to act on a diplomatic basis.”
Agreed.” the Governor said quietly.
“Hold on, let me check the location code and see where she sent it from,” Dasca said, her fingers moving across the key and snorted. “She’s calling from Black Rock. Interesting.” It told her the Federation had had Mathis on the move and prompted more questions in Eela’s mind. She looked off at the timepiece on the wall that was set for Oed’s 25-hour day and mentally calculated what time it might be on Black Rock which kept a 24-hour day. “It’ll be before normal working hours there now. I can set up a call with her now, or we can wait till our morning. I’m fine either way.” She also knew that her mind was brimming with thoughts and it was unlikely she’d sleep much tonight.

“Please do so. I would like answers before I decide which bottle I’m opening afterwards.” Kenzo said with no hint of amusement.

“On it, stand by,” she said, opening up another comm terminal and inputted the same diplomatic ping to the sending location of the message from Mathis, requesting a subspace call.
While she waited, she returned her attention to the Governor. “You know, her wording was very telling. She mentioned that the Federation Council was consulted. In my experience that doesn’t actually mean the whole Council. In my experience it usually means that the senior members of the Diplomatic Corps got information and met with a committee or subcommittee, possibly even the President as well. Mathis will have to confirm that but I wanted you to have that context.”
It didn’t take too long for the call to com through. “Here she is. Patching her in…”

On Black Rock, Ren Matis was moving through their VIP quarters, having just come back from their workout and noted the ping Jeanette asked her to keep an ear out for. “Darling, it’s for you…” they called out towards the bedroom.
Jeannette stepped out, dressed in a a simply flowing suit and kissed her spouse on the cheek. “Thanks. Wish me luck.”
“Luck,” Ren said as they moved off to have a shower. “Not that you need it.”
With a grin, Mathis read the message from Dasca and placed the call using her highest security encryption.
Jeanette Mathis was a Human woman in her fifties with long coarse blond hair and keen pale blue eyes. She smiled as both the Governor and Lt. Governor appeared on the screen. =/\=Good morning. Though I know it’s late for you both there. I appreciate your promptness. I assure you the vagueness of me message was necessary.=/\=
Not wanting to beat around the bush too much, Mathis steadied her breath. =/\=The Federation recently was contacted by a species hoping to establish diplomatic ties. Apparently they are dealing with som sort of disaster, and after a discreet visit Federation scientists confirmed the issue and thus we are moving forward with a… ongoing diplomatic conversation, if you will. The Federation Council wants to put our best foot forward because we have the opportunity to turn a previous foe into a potential ally. Because this species is none other than the Vren.=/\=

Kenzo was practiced in the art of remaining expressionless. His years of politicking and diplomacy had made keeping a neutral expression second nature. So when his eyebrows arched in surprise, there was no doubt it was genuine and powerful. “The Vren, Madame Ambassador? The same Vren who raided Oed V all those years ago… and then just vanished? That Vren?” he asked. He shook his head and then said “The disaster must be truly cataclysmic, in that case. Can you tell us what it is? Or what the Federation is offering in the way of assistance? In short, Madame Ambassador…” and he leaned forward as his look became quite serious.

The name Vren sparked fear in many people on Oed. They were the mythical boogeyman to most who had come well after the last raid. This was a fascinating development and suddenly Mathis’ message made utter sense, much as Jeannette had said it would. This was not a topic for casual discussion where the public might get wind of it before they were ready and Eela knew they would have to tread carefully. Sounded like the story of her life here so far.
=/\=My science background is linguistics, not astrophysics or ecology, but best I understand it, massive pieces of debris entered the system and are interrupting their planet’s light and heat levels from the sun, altering their climate drastically. They are an amphibious species and require high humidity and essentially their world is drying up and it’s affecting everything including the nurseries that incubate their young. It’s that serious. They are essentially desperate and those that have reached out seem to be in a mindstate that is cooperative, which as we all know is unusual given the our history with them. The Federation Science Council has agreed to offering whatever assistance we can… within reason. We won’t make blanket promises, especially given the uncertainties present. As the closest inhabited world to Alpha Oradiz IV, their homeworld, Oed is in a unique position to provide a meeting place. In fact, in some of the discussions they had with us, they’ve expressed that they would like to move past the aggression previously inflicted on the colony. I wouldn’t go so far as to say they want to make amends, but it does seem they would like the opportunity to start again. Oed is the perfect staging ground for research and diplomatic exchanges. Their space is 80 lightyears from you, so it makes sense that they have a contingent present on Oed.... which poses it’s own considerations=/\=

Mathis shifted her attention more clearly to Dasca with a warm smile of someone well acquainted. =/\=Lieutenant Governor, this is where your experience with the Khari might be very useful. The Vren seem to be undergoing a significant cultural shift where the younger generations are more open and curious and willing to reach out, while the, for lack of a better phrase, old guard, would rather keep to their xenophobic ways. There’s little evidence that people in power on Alpha Oradiz IV, Or Tutsikara as they call it, are denying the crisis, but what to do about it and involving others seems to be a source of conflict.=/\=

That made Dasca sit back in her seat, a tiny frown appearing on her face. “Then the risk is even greater than just a portion of the population. My time with the Khari… Governor, essentially they were a people on the brink of civil war who agreed to an outside mediator. The first mediator sent in left after a month with no progress, but the Khari were still adamant about having help. So they sent me. I was there for almost a year, but the crucial part of their situation was that the progressive leaning side was ready to leave the planet entirely and start over elsewhere. But this group included large portions of their intellectuals and scientists. As well as many in their arts communities. For them to all leave would have been a devastating blow to their culture. But they felt like they were being forced to choose between a form of exile and war and neither were options they actually wanted. Obviously the situation with the Vren is different, but I will be mindful as we proceed.”
