Governor's Office- Diplomatic Overtures
As things settled in on the colony with their new Lieutenant Governor and the hubbub from the attack in the city centre died down, things fell into a bit of a rhythm despite the situations going on in the background that only particular people were aware of.
On one of these busy but perhaps more mundane days, both Governor Hyrushi and Lieutenant Governor Dasca received a joint message from the Diplomatic Corps:

Greetings, I am Ambassador Jeannette Mathis with the Diplomatic Corps. After consultation with others in the Corps and the Federation Council, I would like to set up a meeting over subspace with you both to discuss the idea of setting up an embassy on the colony in light of recent diplomatic developments.
