The message went out directly from the Governor and was marked priority, so it interrupted anything the recipients were currently doing.

The message was sent to the following personnel:
Police Commisioner Karlson
CCDA Commander Harris and Vice Commander Tenkiller
Star Fleet Security Chief Cattaneo
Colonial Intelligence Agency Director James
Lieutenant Governor Dasca

Hyrushi, Governor

The response from the Commissioner’s office was immediate, he would be there.

A few minutes before the meeting was about to start, Eela made her way up a floor and entered the reception area. “Am I too early or has everyone beaten me?” Dasca asked, a padd in hand. Her tone was neutral but she felt weighed down. There was no easy way to deal with this situation and a good portion of it would rely on her interactions with Starfleet.

The receptionist smiled and said “No, Lieutenant Governor. You are the first to arrive. Please go in, he’s expecting you.” and the doors swung open inward.

Eela smiled at the young woman. “Thank you Dorma,” she said before stepping in.

Dropping the air of pleasantry, Dasca really tried hard to not glower. “My day wasn’t looking so great earlier. Ask me now how it’s going three hours later, I dare you,” she quipped as she made her way over to sit with him, tapping the padd on her hand.

Hyrushi was seated in the large area in front 9f the fireplace looking at a PaDD. He didn’t look up but smiled slightly and said “I saw the statement from you and Lord Duroc. It was well executed. And designed to send someone somewhere into an apoplectic fit.” and he looked up at her and smiled slightly larger.

Dasca snorted. “It better.”

“I wholeheartedly approve.”

Hyrushi, Gov.

She flashed him a genuine grin that allowed some small bit of tension in her to ease and leaned back in the comfortable chair. “I accept the compliment.” She sighed ever so slightly as she waved the padd. “I’m glad I was able to smooth things over at the embassy, but that’s only because Lord Duroc understood that I wasn’t going to brush off his concerns, and it now means I’m digging in places that frankly I shouldn’t have to be. But before I make any move with Starfleet I need all my evidence together and I’m probably going to have to call in a couple favours to help. But I’m going to be frank with you Kenzo, I have never been as angry as I am now, and I’ve had a lot of years of things to possibly get angry over. But this? Unfathomable negligence.”

Kenzo set the PaDD to the side and crossed one leg over the other at the knee while setting his hands deliberately in his lap. “Do tell. Perhaps I can assist and you can keep those favors for something else.”

Eela braced herself with a deep inhale and then set about explaining not just Vargas’ account of things, but the string of evidence she had found so far.

“That is certainly… well, abysmal is the only real term I can find for it.” Hyrushi said.

“It’s not just that people failed in their basic duty of care, it’s that it was like they went out of their way to make him miserable. Both requests to end his service were supposed to have been followed by a mandatory assessment by a counsellor whose report would have been included wit the request as it went up the chain. That’s because often if there’s a need not being met, we can sometimes fix that. But Luis Vargas suffered a trauma and had an incompetent person treating him. He might very well have had PTSD and no one was paying attention or cared. Even if Hd’la’s reports on him were correct and he was suddenly that terrible an officer, that alone should have been enough to give the man a discharge. We’re not at war and there’s no reason to force someone to stay if they don’t want to. And let’s not forget our little sneaky orders from Starbase One directly to the commander who tried, quite possibly intentionally, to instigate a diplomatic incident.” She shook her head. “All of it offends my personal sensibilities as a psychologist, as a captain. It’s just wrong and someone needs to be held accountable. And Vargas not only deserved to have those charges dropped but to be given his damn discharge so he can go live his life freely without this hanging over him forever.”

Kenzo remained silent for a moment and thought. “What if you, as the Senior Star Fleet representative here as well as the Lieutemant Governor, were to suspend the charges? Grant this… Vargas?… Vargas a reprieve. Do it publicly and maybe if with a letter of apology on behalf of Star Fleet. My reasoning is this.” and he uncrowded his legs and leaned forward on the couch. “First. If this simply a bureaucratic mistake, no one will blink an eye and all parties are finished. Second… if this isn’t just a simple oversight, and it is part of some scheme or manipulation, the persons responsible- who have gone through considerable time to arrange this- will be forced to either act directly or will throw a big enough tantrum that they should be easily identified and then you will know how you are working against. And that, in turn, will give you a target to investigate and eventually hold responsible.”
