Drake mulled for a moment. “All of that is reasonable enough. Do you agree that the extreme cases go to me while I vet these other four? Just because I don’t know what they can do yet. And two are interns. Interns assist primarily. Unless there’s an emergency and they seem competent enough. Agreeable?”

Willow carefully nodded her head. “In theory, however it’s not my job to decide of practice within medical. You will need to take your suggestion back to Doctor Walker and have his sign off. If he agrees then so be it. If not then you’ll need to negotiate with him regarding the reasoning and reach a compromise.”

“I’ll run it past him. And hold a staff meeting I suppose.” Drake thought for a moment. “Sir, I know part of this is either a test or a challenge. But Chief Surgeon I take as seriously as M.D.”

Willow nodded. “I hope so, Because if I ever, ever get a report from one of my senior officers stating you have been publicly insubordinate towards them again I will end your career where you stand.” She said seriously. “I hope you and I understand one another Doctor.”

The temptation to say What about privately insubordinate? was strong. But it remained a thought. “We do, Captain Taylor.” He paused, measuring his next words. “I have to ask though, I know it’s technically classified, but you know how chatty the medical community is. How did Jarvis even get here? My problem with him, admittedly poorly handled, is that dealing with him is like looking in a sickly mirror. How… in any logical universe… do you escape charges of illegal genetic experimentation, M.D. intact, and practice on a Starfleet ship? Not that I’m looking for a how to guide.”

Willow considered carefully. She then stood and going to the replicator got a peach ice tea and looked back at him, “can I offer you a drink?” She asked.

Settling back down she watched the young man and sighed. “The planet where Jarvis was arrested is not a federation membership planet. He was caught and expedited back to federation jurisdiction and unfortunately for us the evidence in the case against him was mostly dismissive or missing as it was not released. In short he got off on a technicality. But I can assure you, Jarvis did not escape charges. His MD remains intact because of this technicality, the best that could be done was to restrict him practising in federation space. He served three years of his ten year sentence where after two months he was helping out in the infirmary and seemed shall we say reformed? It was decided he would be the best example for a new rehabilitation program by giving back to those he wronged. His assigned counsellor decided that he should move onto the next stage of the program and that the strict control of starfleet would be of benefit to Jarvis while his skills would be of benefit to starfleet. He was granted the right to practice and we ended up with him.”

She sipped her tea to hide her distaste. “Aren’t we lucky?” She added.
