Freja leaned back in her chair as she saw in the window of her ready room that the ship had jumped to warp. She took a minute to freshen her coffee before settling into her seat again to start her research.She first sent a quick communique to the Favereau, notifying them of the Chimera’s current status en route to the Scallax system and asked for them to provide any mission relevant updates to her.
Then she turned her attention to the briefing packet, searching through to find the planetary feeds prior to the cut off. She was curious what the grievances with the Federation were, mainly to start getting a head around how much opposition the Chimera might face on arrival to the system. She would like to accomplish welcoming Scallax back into the thick of the Federation, but she knew she had to prioritize securing the targets Admiral Blackwood wanted her to. So she started with the feeds, to see if there was any useful information in them.

[TRANSMISSION BEGINS - WIDE-BAND SUBSPACE BROADCAST]

Opening StatementJamis Raiden (center): Citizens of Scallax. Members of the Federation. We address you today not as rebels, but as representatives of a people pushed beyond endurance.
For thirty-seven years, we have been loyal members of the United Federation of Planets. We believed in the promise of mutual prosperity, cultural exchange, and protection. Instead, we have been systematically exploited, ignored, and treated as a resource depot rather than sovereign partners.
Economic GrievancesAnna Breslin (left, stepping forward): The Federation has extracted 2.3 million metric tons of dilithium from our system over the past two decades. In return, Scallax has received outdated medical technology, delayed shipments of essential supplies, and promises that remain perpetually unfulfilled.
Our economy has been restructured to serve Federation mining interests. Traditional Scallaxian industries — agriculture, artisan manufacturing, cultural exports — have been deemed “non-priority sectors.” Forty-three percent of our workforce now serves Federation contracts, yet our planetary GDP has declined by seventeen percent.
When we requested fair-trade negotiations, we were told to submit requisition forms. When those forms went unanswered for eighteen months, we were told to be patient.
We are done being patient.
Security ConcernsColonel Aldric Voss (right, arms crossed): The Federation promises protection. What protection have we received?
When Orion raiders attacked our outer settlements three years ago, it took Starfleet eleven days to respond. Eleven days while our people died. The Veramooth arrived, filed a report, and departed — leaving us to rebuild on our own.
Meanwhile, a Federation armoury sits on our homeworld, filled with weapons and equipment meant to defend Federation interests. Not our homes. Not our families. Federation cargo routes and dilithium shipments.
The research outpost on our northern continent conducts classified experiments. We are not permitted to know what occurs on our own soil. When questions are raised, we are reminded of “security protocols” and “need-to-know” clearances.”
We need to know what happens on our own planet.
Political MarginalizationElena Thorne (second from left, former planetary governor’s aide): For twelve years, I worked within the system. I filed reports, attended conferences, advocated for Scallaxian interests through proper channels.
Every petition was acknowledged and ignored. Every concern was noted and filed away. Our requests for increased autonomy — not independence, merely the right to manage our own internal affairs — were met with bureaucratic delays and patronizing reassurances.
The Federation Council discusses our future in chambers we cannot enter. Decisions affecting millions of Scallaxians are made by officials who have never set foot on our world and cannot pronounce our cities’ names correctly.
When our planetary government finally voted to demand renegotiation of our Federation charter, Starfleet Intelligence began monitoring our communications. Democratic dissent was treated as a security threat.
We will not be silenced for seeking justice.
Cultural ErosionMarcus Reed (far right, speaking with quiet intensity): Scallax has five thousand years of recorded history. Our mythology, our language, our traditions — they shaped who we are.
Federation standard has become the official language of commerce, government, and education. Scallaxian is now classified as a “heritage language” — studied as history, not spoken as life. Our children learn more about Earth’s ancient civilizations than the heroes of Palaria who stand between order and chaos in our own stories.
The Federation appreciates our culture… as a curiosity. As a museum exhibit. They preserve what is safely dead and discourage what lives and breathes and evolves.
We are not a theme park. We are a people.
The Path ForwardJamis Raiden (returning to center): We did not choose this path lightly. We exhausted every peaceful avenue. We begged, negotiated, petitioned, and pleaded.
The Federation responded with indifference.
We have seized Federation installations not out of greed, but necessity. The armoury’s weapons will defend our homes. The research outpost will be opened to public inspection. The USS Cinzano and its crew are safe and will be returned when our sovereignty is recognized.
We extend this offer to the Federation Council:
- Recognize Scallax as a sovereign, independent world
- Negotiate fair compensation for resources already extracted
- Withdraw all military installations within ninety days
- Establish diplomatic relations as equal partners, not subject and master
In return, we will maintain peaceful relations, honor existing civilian contracts, and ensure safe passage for all Federation citizens who wish to depart. Until then, no one will be allowed off world
If the Federation responds with force, the responsibility for what follows rests with them, not us.
ClosingAll Five Speakers (in unison): We are Scallaxians. We claim what is ours. We defend what is sacred. We will be free.

To our neighbours, we urge you to rethink your membership in the Federation. Do they really serve……
[TRANSMISSION ABRUPTLY CUTS OFF]
“Well, at least we know what happened to Voss off of the Cinzano,” Freja murmured to herself, “Computer, is there any information on the research being conducted at the Scallax research outpost?” She asked. Not that she could tell the rebels even if she was able to ascertain, but more so from her own perspective of she disliked going into situations like these without knowing.
