OOC: As we’re underway I don’t want to stall the other threads with engineering any more than need be to insert this way later, so perhaps can assume this is out just before we are underway, and we can work this and other threads concurrently.

MEMORANDUM:

To: Logan Kelleher, Lt
From: Reginald Green, Lt jg
Re: Intentional Dereliction, Infraction of Orders

Lt Kelleher,
I am formally placing Ensign Serinde on report for recent actions and behavior that reflect poorly on her commission and on Starfleet as a whole. Such dereliction cannot go unreported.

Per regulation standard C194 Paragraph 3, it states that Starfleet personnel, while on active duty, must have an open communications channel in the event of an emergency recall. Ensign Serinde had turned off her communications and was late to see the recall to duty the evening before the departure of the Sojourner and was subsequently late for a meeting muster. As well, the following day, she did not acknowledge receipt of communications by myself of which I sent several inquiring of her whereabouts and held up the entire engineering squad and hindered them from more hands on time prior to launch.

Per regulation standard A28 Paragraph 4, it states that officers and enlisted persons must obey orders by a superior. Ensign Serinde was ordered to undertake decommissioning of the Bonaventure, more specifically, following the regulation checklist to safely shut down the mechanical systems of the Bonaventure in advance of any Station crew assessing the ship for disassembly or refit. Ensign Serinde DID decommission the mechanical systems, however, her subsequent orders were to, nevertheless, muster on the Sojourner at 09:00. Serinde was late in coming and subsequently missed any chance of an orientation and familiarization tour of this new vessel. This is not a reflection on her character in intentionally obeying orders, per se, but shows her inexperience in a command role in the choices she made. Ultimately this is a good learning experience on her part which I hope she takes to heart.

Per regulation standard I311, it states that classified documentation must not be accessed when not authorized. Ensign Serinde attempted this not once but eight separate times on her late flight to the Sojourner. This was flagged by Station security and passed on to myself. You, Lt, must not have been fully in their system yet else you would have received this rather than I. This is a basic electronic security protocol that was in Ensign Serinde’s education. It should not have been missed.
Ensign Serinde’s conduct in this 24 hr period is inexcusable. Her one redeeming note was that she sent the Gamma shift on ahead to the Sojourner so they would not miss the 09:00 muster.

In light of all of this, I respectfully recommend:
A. That until Ensign Serinde has cleared remedial orientations and textual instruction and a high standard pass on the exam, she should not be allowed to operate or go near the Cochranes on the Sojourner. She is simply not qualified or familiar with this new equipment, though would have been should she have made it to the orientations. Until then Ensign Serinde should be limited to the Machine Shop.
B. Station Security has flagged her record that the infraction will not be cleared until she has taken the remedial basic security orientations as noted by the Station. There are three of them.
C. That for her dereliction and embarrassment to the Fleet Ensign Serinde should be assigned as Service Support** Liaison and be on call with Service Support for no less than a month, or greater as is in your purview.

With respect,
Reginald Hewitt Davos Green, Lt jg

** Service Support Liaison is, in essence, mechanically supporting the support personnel on board such as the cooks, the gardener, the cleaning staff, etc. If anything is required by them be it from a breakdown, an assist to something missing or broken, or significant clean up, the SSL would be there to assist them.

Logan sat back in his chair at the small desk, in the smaller seeming office that belonged to him in the Engine Room of the Sojourner and scratched at the stubble on his cheek. By now, the coffee that sat beside the PaDD that he had laid down on said desk would be cold, judging by the number of times he read over the report from his 2nd Engineer.

The report was nothing unusual in it’s reasoning or recommendations, it was perfectly by the book and was clear in the reasonings for them in fact. The whole situation felt off to him however, in the Ensign had gone dark in communications but had later attempted to access restricted files seemingly on her way back to the ship, restricted to her only because she had not yet boarded and been confirmed as operational crew. The Ensign had sent her team back ahead of time but remained to complete the job, which she had done by all accounts. She had failed to carry out her orders specifically but had made sure the rest of the team had time to be present.

A myriad of thoughts swam through as he placed everything in place and file in his head. For now, the team was focused on pre-launch checks and he would need to come back to this issue shortly, for the Captains briefing loomed.

Standing, Logan moved to the door of the office and stepped through, closing it behind him. The office was still totally devoid of any personal affects or luxuries that might later appear after all, it had only been a couple of hours since the muster with Engineering. The team was back however, and this Ensign Serinde he knew was back as well, thanks to Green’s message earlier and then his report. They had some hours to run up pre-mission checks but right now, he was needed on the Bridge.

“Lieutenant Green,” Logan half called as he noted the location of the big 2nd Engineer and walked to him rather than have him stop what he was doing. “I’ve logged that report you sent in on Serinde, you have her in the Machine Shop at present? How was she when she came aboard?”

Reggie was bent over a console mid way along the length of the massive Cochrane engine. He and another, an average sized petty officer with sandy brown hair parted in the middle, trimmed, sharp mustache and grey eyes - Emerson Fawkes. There was a series of pressure ratings on a graph for the power distribution system and one bar was showing yellow rather than green. By Kelleher’s estimation it was just past the green into yellow. “Keep trying to trace that out. Hopefully it is just a sensor out of alignment,” he said.

With one eye on the work the pair were doing, Logan stepped aside and waited for Green to finish. He’d been around ships long enough to know that what they were working on would be done sooner rather than later, and if there was anything he needed to know, he would be notified. Still, it never hurt to keep one eye on the dials no matter how many jobs they were all juggling running up to launch.

“Chief,” Reggie said, turning then and stepping aside and letting the trimmer figure move fully in place. “Tired, but that is to be expected. Made her eat something. She’d not eaten through all that. She’s gutsy.” He let out a breath that could have been anything from angst to envy to ‘kids!’ “We had a little chat. If it was any other day I’d have sent her to her cabin to sleep, but given the circumstances I have her organizing the machine shop.” He paused and glanced in that direction, then back to the Chief. “I know she’s tired. Looks it. But this is launch day and I wanted her up and with the rest of the crew during the launch to be a part of that experience and not left out, being the one person sleeping while all her comrades were experiencing the launch of a brand new ship.”

Logan nodded his agreement. “It’s not something that any Engineer wants to miss, no matter what condition we’re in. Tired or not, she’s crew and part of it. She can sleep later.”

Looking back to the work the pair were doing, he tilted his head at it. “How’s that coming along, it going to pose any issues on launch? If we need to we can dial back the power being run through the main conduit for the medical systems, re-route to other lines. Fawkes managing to track it down?”

OOC: I think we got that in the Engineering Group thread? May have doubled up there … but answered it there .. Gene

OOC: Yeah this one I assume is a few hours after that, so I was just ‘checking in’ kind of as an acknowledgement of that earlier happening. Unless I have my timelines totally up the whap lol

IC: “I’m going to go and check in on Serinde, maybe a small visit from the Chief will encourage her to be a little more aware of things next time. When we launch though I want her out here with everyone.” Nodding as he walked past Reggie, Logan made a direct line for the machine shop.
