Daylight savings time for EST (at least where I live) will end on at 2:00 am on November 3rd, which is a week after it ends in the UK.

Therefore, on November 2nd, nominations will start at 12:00 pm EST, which is GMT - 4. On November 9, nominations will end at 12:00 EST, which is GMT - 5.

Extreme pedantry: It’s called EDT during Daylight Time and EST during Standard Time. So, on November 3, the cutoff time is 12 PM EDT. On Novemeber 9, it is 12 PM EST.
