These questions are for each ticket.Let’s assume that a member comes to you with the suggestion that it would be really nice if we had a full set of enlisted and non-commissioned officer ranks available on every ship, so that people can play as “Senior Chief Petty Officer [character name here]” instead of “Crewman [whoever]”.
Do you agree with this suggestion? Why or why not?
Does this suggestion require you specifically as the President to do anything? Assuming you wanted to implement this suggestion, what exactly would be necessary from you as the President to do that? Please include a list of specific procedural steps that would be necessary (if any).

Thanks for the question, Joe.
- Personally, I like the idea of having the enlisted ranks available. I think it would appeal to a lot of players and allow for more people to want to play enlisted roles in the RP environment. That, in turn, would allow for a more varied interaction between players, and a richer RP environment.
Ok, cool.
- I will admit that I am not entirely certain as to the exact steps that would be necessary, but I do know that club ranks are defined in the by-laws. As such, it would take an addendum through a bill to change the by-laws. Then it would require TECH to change the coding of the rank structure to allow for the new ranks to be accessed. A President couldn’t do this through an edict, so it would have to go through the club administration. Now, if I were President, I would probably survey the club before tackling this project and see if the club as a whole would like to see it implemented. It would be a moderate amount of work on the back end.

Everything you’ve written here is largely correct. I like that you admit that you don’t know the exact steps but still know the general process. But part of being President is that you have to be able to figure those exact steps out, or know who can figure them out correctly for you. Most members are rationally ignorant about this sort of stuff because it’s non-roleplaying tedium, but like it when their administration navigates the tedium for them so they don’t have to.
So, let’s take your answer and expand on it further:
Which bylaw(s) need to be changed by your bill?
Assume that you surveyed the club and they were totally OK with it, and the resulting discussion produced the exact list of ranks we’d want added to solve the problem, but the bill itself still had not been written. What would you have to do next?

Ok, after some research… I’m definitely learning new parts of this club in this process.

Edict #49 Set the Rank Structure for the club. As that set policy for the club, it is a Bylaw.

The President or Acting President would then have to write and submit a Bill regarding modifying the current ranks available to players within the club to membership in Command for discussion. The Bill should mention the Edict that it is modifying. When the Bill is ready to be issued, it would be posted in the Command ship under ‘Office of the President’. The Bill would have to contain issuing authorities name, the date of issuance and their capacity as either President or acting President.
The Librarian is then required to make the amendment to the Bylaw in Library.
