So the answer is, then, that you would do nothing and hope that someone further down in the hierarchy will take care of their responsibility and hope that someone told them to do it. You mentioned in your answer no actions that you, as President, would take. Do I have that right? Or are there any actions you, as President, would take?

So I as President would not be directly doing the coding and uploading for any material to the library. Yes on this point I would not be doing anything as you say. But this is not the president’s direct responsibility, it is the president’s responsibility to plan, lead, and communicate such things to those in these roles for the betterment of STF during their term. So what I would be doing is making sure the material created so far and any new material created was given to the commandant for approval then the librarian to do in a timely manner during this coming term. In short if lets say by month two of the next term all academy course material and any new material is ready to go and approved, then given to the liberian I would try to give an agreeable timeline for said person to get it done. And make sure they understand that if something arises holding that up that they communicate with me on it and we set a new timeline. Obviously giving exact numbers is hard to nail down at present given 1) I personally do not know the exact details coding and uploading takes, so can not accurately gauge how much time it takes for each page, 2) the libraian’s job is like so much of STF volunteer work and time, so I and everyone in STF has to have some understanding of a timeline for finishing work like this is given.
