After some tweaks and modifications, this spec is compliant with SSSF and MNP. Everyone, please take a look and comment.

Conclusion
​The Empress-class Heavy Dreadnought represents Starfleet Tactical Command’s ultimate interpretation of modern naval combat doctrine. Designed exclusively for fleet warfare, strategic deterrence, and sustained heavy engagement operations, the class sacrifices multi-mission flexibility in favor of overwhelming survivability, sustained tactical output, and battlefield command endurance. It exists as a fully optimized front-line combat platform intended to anchor the Federation’s defensive strategy well into the twenty-fifth century.

First, well done on the submission, Patrick.

I wanted to point out that once upon a time we had a USS Vanguard as an RPing ship in the club. It was a Maverick Class and had the rego of NCC-68818 and was referenced in Dugan Edict #4, https://www.star-fleet.com/library/edicts/dugan/e4/ as well as later edicts by other presidents where the captaincy changed and eventually it was decommissioned. I can’t recall the club rulings around reusing ship names of previously RPed vessels in new ship classes.

I gave the okay as the Maverick class designer (especially since the Vanguard-B was a research vessel), but if it’s contrary to STF policy, I’m sure it’s a quick fix.

Recommended Changes
1. Define GORBI-NX This was the biggest substantive issue raised. Since it’s your own technology and not established STF canon, it needs a dedicated description.
2. Adjust Acceleration/Deceleration While technically within no published restriction, multiple reviewers questioned it. Moving from 38/44 seconds to something like 55/65 seconds preserves the Empress as a fast battleship while keeping it more believable for an immense heavy combat vessel.
3. Clarify Hull Layout Specify which decks occupy the saucer, engineering hull, and overlap areas.
4. Expand Quarters Add Admiral-level accommodations and clarify embarked command staff.
5. Clarify Tactical Berthing State that the 400 Marine/Security berths are separate from the 200 visiting personnel.
6. Expand Hangar Description Clarify that the three-deck hangar exists specifically to support two-deck-tall runabout classes.
7. Replace USS Vanguard Even though permission was given, avoiding any potential historical naming dispute is probably easier.

Description of Technology
Designed as a dedicated tactical software overlay for late-24th-century LCARS operating systems (v12.4 and later), the GORBI-NX interface bridges the gap between standard Starfleet multi-mission displays and the rapid-response demands of heavy fleet combat.
During standard cruising operations, GORBI-NX remains dormant within the vessel’s bio-neural processing network. Upon activation of Red Alert, the system automatically reorganizes tactical display priorities throughout command, tactical, operations, and CIC workstations.
The software suppresses non-essential mission data such as civilian support metrics, routine maintenance telemetry, and low-priority scientific information. In their place, GORBI-NX presents simplified battlefield visualizations emphasizing threat vectors, fleet disposition, shield integrity, weapons readiness, and real-time engagement data.
The system is designed to reduce operator cognitive workload during large-scale combat operations by presenting only mission-critical information. Once the vessel returns to Yellow or Green Alert status, standard LCARS display architecture is automatically restored.
GORBI-NX provides no increase in sensor capability, weapons effectiveness, or computational performance. Its purpose is solely to improve information management and command efficiency during fleet engagements.

Operating doctrine emphasizes controlled acceleration and combat maneuver stability rather than raw agility. While faster than most vessels of comparable mass, the Empress-class remains substantially less maneuverable than medium and light tactical vessels.
Quarters
Accommodations are divided into four operational tiers:
Tier 1 – Flag and Command Suites
Located on Deck 2. Reserved for the Commanding Officer, Executive Officer, embarked Admirals, and senior flag staff. Includes private offices, briefing facilities, dining areas, and enhanced communications access.
Tier 2 – Department Head Quarters
Located on Deck 5. Designed for senior officers, department heads, and visiting diplomatic or tactical specialists.
Tier 3 – Junior Officer Quarters
Located on Decks 11 and 12. Standard double-occupancy accommodations with personal workstation access and limited replication facilities.
Tier 4 – Enlisted Crew Compartments
Located on Decks 10 through 14. High-density multi-occupancy berthing optimized for operational efficiency during extended deployments.
Additional guest accommodations support the vessel’s embarked command mission and can comfortably house the listed complement of visiting personnel.
Temporary Tactical Berthing
Separate from the standard visiting personnel allocation, Deck 21 contains Temporary Tactical Berthings capable of supporting up to 400 embarked Marines, Security augmentation personnel, or planetary response forces.
These facilities remain largely inactive during routine patrol operations but can be rapidly activated during wartime deployments, humanitarian crises, or large-scale security operations.
Structure and Construction
The physical layout features a forward circular primary hull encompassing Decks 1 through 14 mated directly to an integrated armored engineering hull extending from Deck 3 through Deck 31.
Unlike traditional Starfleet cruisers, the design eliminates the exposed connecting neck between primary and secondary hulls. Decks 3 through 14 occupy both structural sections simultaneously, creating a continuous reinforced internal framework intended to maximize combat survivability and structural rigidity during sustained weapons discharge.
Auxiliary Spacecraft Systems
The primary launch, recovery, and maintenance complex spans Decks 20 through 22.
This three-deck facility is specifically designed to accommodate modern double-deck runabout classes while maintaining simultaneous shuttlecraft operations and combat sortie capability.
