The Empress-class dreadnought represents the logical evolution of Starfleet capital ship architecture heading into the fifth year of the 25th century. By taking the lessons learned from the Dominion War and the post-Frontier Day rebuilding initiatives, the USS Atlantis-A balances raw tactical dominance with the scientific curiosity that defines the United Federation of Planets. I’m unsure as to the point of this document. If this is an actual specification submission, then I would reject it outright. It does not meet current Engineering Department standards. A Dreadnought and an Explorer are different types of Large vessels - one is combat oriented (think the Steamrunner or the Prometheus). Explorers are, as the name implies, large general exploration vessels. The RP areas in STF use vessels with pretty delineated purposes, hence the Milwaukee Plan. The sections are not arranged according to SSSF, and the technical details do not seem to be according to the MNP (or at least inspired by it).
Come to that, this specification, for the most part, is only the details that the SSSF requires for the “Technical Specifications” section of a ship specification design.
Even if this were according to a new SSSF format, there are two whole sections missing according to the numbering.
In addition, while it would be fine for a new USS Atlantis to be a vessel of a new class, it typically would not be included in the original registry list of a specification. Also, I am unfamiliar with a monarch named Sovereign II - I would be intrigued to learn where that is from.

However, if this is simply a new SSSF layout that is being proposed, I believe that this format change needs to be discussed at length before approval. These specifications are supposed to be descriptions of role play areas, not just a technical breakdown of a vessel design. I am all for something that is easier for more people to write, and therefore allow more club members to contribute. This, however, feels too dry for any sort of in-character immersion. As noted above, much of this specification is solely the technical details that would be included in the Technical Specifications of any current vessel design.
If it is a specification, this specific design is rejected per ENERGIE requirements. Please submit a design that is compliant with SSSF, the Milwaukee Plan, and the Modern Navy Plan (or which provides a reasonable explanation for a departure from limitations contained in the MNP, since that last document is a decade old at this point). It may still be called the Empress Class, and may still be a Dreadnought or an Explorer, since we currently only have one of each.
