Quantum Stasis Field Emitter (QFE)

Definition:
For the purposes of this document: ‘Shapeshifter’ refers to any corporeal being able to deliberately manipulate their own biomolecular, cellular, or genetic structure without assistance from an external life-form or device. This includes individuals who have developed this ability through some means, not necessarily just those born to a species commonly possessing these abilities.

Development:

The creation of devices which could be practically deployed against The Founders was a task being simultaneously worked on by both Federation and Romulan scientists during the Dominion War. Despite Romulan intelligence stating otherwise, there was research being done with Quantum Stasis Field technology and how such fields could be used to disrupt the shapeshifting process. A prototype device was created, but ultimately destroyed, along with any record of the device’s supposed effectiveness. No attempts were made to recreate the device as focus and resources shifted toward other projects.

After the destruction of Romulus and the complete overhaul of the Romulan government, there was a period when Federation and Romulan scientists were in a better position to exchange ideas and technology. During this time information about the abandoned Quantum Stasis Field project eventually made its way into the hands of Section 31. They took interest in continuing to research and develop the technology as part of their ongoing projects involving shapeshifters.

Soon Section 31 had developed their own equivalent to the lost Quantum Stasis Field prototype, simply named the Quantum Stasis Field Emitter. This prototype had the advantage of being tested on multiple shapeshifting species, all with well-documented results. The next phase of development focused on miniaturizing the Quantum Stasis Field Emitter. The QFEs were then incorporated into various devices deployed to and used by both field operatives and researchers who are expected to come into contact with shapeshifters.

Deployment Methods:

There are currently two major forms of equipment that incorporate QFEs in their design.

Handheld Emitter:
The handheld emitter is mostly rectangular with ergonomic grooves and ridges. It is about the size of a Type Two phaser. It has a single switch on top and a push-button trigger on the bottom.
The field extends 3.25 Yards / 2.97 Meters from the center of the device in all directions. Any shapeshifters within this field are affected. Once physically switched on, the device will emit a Quantum Stasis Field in the area around it as described. This invisible field effects matter at the quantum level, causing a disruption in its entanglement with its partner particles which has the effect of preventing state change and stabilizing the bonds of any matter contained within the field. By this means, it effectively disrupts the transformation of matter that many shapeshifters rely on.
The bottom button-style trigger temporarily deactivates the field when pushed down. This allows for quicker deployment in situations where the operator might be in immediate danger.

Quantum Stasis Field Enforced Restraints (QF Restraints):
These restraints very in size and shape depending on their target use, most often resembling a set of ‘handcuffs’ appropriately sized and with enough space for the anticipated number of limbs. Once secured, the Quantum Stasis Field Emitter creates a field localized around the detected biomass of the subject being restrained. This field has the same effect as those created by the handheld emitters. As an extra precaution, the field cannot be disabled until the restraints are properly released.

Effects on Shapeshifters:
As stated, most shapeshifters have their ability to change form disrupted or completely neutralized. They will remain in whatever form they had when the field is first activated. The inability to shift form may cause discomfort or pain in some individuals. The field itself has no damaging effects.

Effects on Non-Shapeshifters:
The field has limited effects on non-shapeshifters. It can be used to halt medically or biologically induced transformations that mimic the process of voluntary shapeshifting.

Effects on Non- Corporeal Beings:
Tests have shown the HQF has no effect on non-corporeal beings or their ability to change appearance. This is likely due to the nature of non-corporal shapeshifting relying on energy-matter conversion rather than matter reconstruction / manipulation.
