For the sake of balance among the fleets and equity of the labor called upon from each Fleet Commander, I am ordering the USS Leviathan relocated from the Foremost Fleet to the Pioneer Fleet. This in the hope that having fleets of 5, 5, 5, and 4 may function better than 6, 4, 5, and 4. The adjustment may seem small, but the small adjustments can make much needed differences.
